We met with the following people:

Beverly Farraher, Metro Division Signal Design Engineer
Sue ScharenbroJch, Metro Division Assistant Traffic Engineer
Mike Schadegg, Metzo Division Signal Operations Engiz~er
Tom O'Keefe, Prelin'dnary Design Engineer

Mn/DOT has expressed concern over the safety of I-L~ghway 10, the movement of traffic along the
corridor and the maintenance of existing traffic signal equipment. As a result, they have proposed
recOnStruction of sigrmls at Thurston Avenue and at Fair Oaks Avenue and interconnection of those
two, signals with two others in the City of Ramsey.

At dur meeting with Mn/DOT, w.e discussed the Enterprise Park Traffic Study. We provided
inf, o~ation regarding the concern over tl~ volumes of traffic generated in and around Enterprise
Park and the volumes using the Highway l0 and Thurston Avenue intersection. We proposed
development of exclusive southbound dual left turn lanes and development of a separate thru lane.
Cu~ently, Mn/DOT had proposed to remark southbound Thurston Avenue to place traffic into a
single lane and then establish a left turn lane, a combination left turn and thru lane, a thru lane and
a free flowing right lane originating in ~e thru lane at the Highway 10 intersection. The plm sheets
they provided show the proposal better than can be described in words.

We-discussed a number of concerns including the volumes forecasted fo~ Highway 10 if an
additional Missi.~sippi River crossing between Anoka and F. lk Rive~ is not established. Future traffic
volhmes, as projected by the Anoka County Traffic Forecast, have already been exceeded along
I-Lighway 10. The County's forecast did assume a new river crossing bridge. Without the bridge,
other improvements at Thurston Avenue, such as dual left tums from Highway 10, may be
necessary.

tort'

MINNEAPOLIS, MN ST.
