connection between County Road 116 and Nowthen Blvd. is
physically in place (Dysprosium Street N'vV) but has been
dowrtgraded to discourage throu§h

Enb~-prise Park is begkming to develop with some indus~'y inplace,
o~ in various stages of developmer~ and the remainder s~ open.
A circulation pa~--n.has been set up through the planning
relying heavily upon the Thurston Avenue access. Al~arnate access
is available ordy with th~ extension of McKinley S~reet east ~o
Highway 47. Figure 3 is a sketch plan of Enterprise Parle

A number of questions need to be addressed as the development
continues. A maior concern is the ability of Thttrston Avenue to
safely and efficiently carry all of the traffic generated within
Enterprise Park and the through traffic generated in Ramsey.
Secondary concerns relate to the traffic controls at the various
imter~-=cfions wi~in Ente~rise Park and at the Highway 10 and
North Frontage Road intersections. Finally, there is concern over
cut-through traffc in the residential area to the east.

I
I
I
!
I

There have also been a number of considerations for redistributing
'traffic from Higl{way 47 to diminish the volumes on Ferry.Street in
Anoka. One possibility is to have a more directional connection
between Highway 47 and Thurston Avenue using County Road 116~

To answer these questions and provide more information regarding
the overall impacts and potential of Enterprise Park and Th~irston
Avenue, a full traffic s~udy was made.

Anticipated Development

Some development has already taken place, such as Lurid Indus,'les.
Others have made commitments and are in the process of developing
a parcel within the park. Others have expressed interest or have
made tentative commitments to develop. Information from these
users and prospective users was obtained and their land use and
building size utilized to determine traffic generation. TI'ds was
checked wherever possible against the number of employees
anticipated in current developments. Because many of the industries
anticipated ~ture expansion,' the ultimate build out was also
considered. Table A1 and Figure A-1 in the Appendix show the
Enterprise Park prospect data, including the user's address and
information on building size and employees. This information was
obtained from the Community Development Department of the City
of Anoka.

Enterprise Park Traffic Study

A-ANOKA9501.00

I

I
!
I
I
I
!
I

Anoka, Minnesota

Page 2
