I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The second major source of traffic volumes on Thurston Avenue is <br />the Ramsey residential area immediataly north of Indus~ Avenue. <br />While some residentially generated franc will use other routes, such <br />as County Road 116, I-Iighway 47 or Sunfish Imke Boulevard, <br />Thurston Avenue is a very convenient route to Highway 10 and the <br />Metropolitmn Roadway Sys'mm~ The residential area of Ramsey that <br />might use Thurston Avenue is shown on Figure 4. <br /> <br />Addition~ tr~Bqc volumes will come from diverted traf~c from <br />Highway 47 or Nowthen Boulevard. <br /> <br />An analysis of the alternate routes between the intersection of <br />County Road 116 and Highway 47 amd the interchange of Highway <br />10 and Ferry Street is summarized on Figures 5 and 6. Each of the <br />potential delays to northbound traffic is described on Figure 5 and <br />preceded by a (-). Advantages to either route are preceded by a (+). <br />A review of the delays and advantages together with the more than <br />1 mile additiorml distance along Thurston Avenue indicates that <br />diverted traffic volumes will be Iow. <br /> <br />A summary of the volumes on Thurston Avenue is shown in Table <br />1. The biggest contributor of traffic is Enterprise Park, consisting of <br />over 80% of southbound traffic at the Burling-~on Northern R~lroad <br />Bridge. <br /> <br />Figure 7 shows intersection traffic volumes along Thurston Avenue. <br />Volumes are relatively heavy at several locations. <br /> <br />Traffic from Anoka Hermepin Technical College and traffic <br />generated by commerdal and industrial development along <br />Highway 10 will also use Thurston Avenue. A small volume will <br />also be generated by the residential area to the east. Some h-affic will <br />have an origLn in area and a destination in another, such as Ramsey <br />residents working in Enterprise Park. These were factored into the <br />volumes. <br /> <br />Operational Analysis <br /> <br />Residential Areas <br /> <br />With the existing conceptual layouts of McKinley Street and <br />Enterprise Boulevard, there is an opportunity for Enterprise Par~k <br />industrial traffic to use McKinley Street to Highway 47. The <br />forecasts have indicated only 150 vehicles in the p.m. peak hour. <br />With a potential low level of service at Thurston Avenue and <br />I-Iighway 10 and some congestion along Thurston Avenue in <br />Enterprise Pazk, some additional diversion to McKinley is likely. <br /> <br />Enterprise Park Traffid Study <br /> <br />A-ANOKA9501.00 <br /> <br />Anoka, Minnesota <br /> <br />Page 5 <br /> <br /> <br />
