heavy westbound to northbound right turn volume could be <br /> <br />Enterprise Park Traffic Study <br /> <br />t-mndled, poss~ly by use o1: an overlapping right mm arrow in the <br />a-eric signal sequence. <br /> <br />The dual left turns for southbound Thurston Avenue would also <br />provide a better opportunity for the earlier .occurring peak hour <br />volume when the Anoka Hennepin Technical College lets out its <br />major volume of traffic The dual left turn lanes would provide <br />additional ca~vacity at that ~ne also. <br /> <br />A final need for the dual left turn lane is to reduce the number of <br />times that southbound left turn ~raff~c would block the ~ront~ge road <br />intersection which leads to Anoka Hennepin Techrrical College. <br /> <br />The adjacent intersection to the Tac. hrffcal College ha~ an ~mod~odox <br />stop sign arrangement currently. As t~c volumes on Thurston <br />Avenue grow, the southbound stop sign must be removed. A left <br />turn lane for northbound Thurston Avenue to the westbound <br />frontage road should be provided. This could be done at the same <br />time the dual left t-urn lanes are installed for southbound Thurston <br />Avenue at Highway 10. . ..... <br /> <br />Volumes on Highway 10 are also a concern. The Anoka County <br />Comprehensive Transportation Plan (Figure A5) shows future <br />volumes on I-Iighway 10 at Thurston Avenue of 32,500 vehicles per <br />day. This is less than current volume, probably due to the proposed <br />Mississippi River bridge West of Anoka. Volume west of the <br />proposed bridge shows an increase from 21,000 ADT (1992) to 35~30 <br />ADT in 2010. <br /> <br />Until the proposed bridge is built, volumes on Highway 10 will <br />continue to grow. The heavy westbound l-Iighway 10 volumes a_nd <br />the heavy, southbound Thrrrs~on Avenue left ~ volumes will create <br />a level of service of "F". Once the bridge is built, volumes will <br />decrease and dis~bution will change resulting in level of service "E". <br /> <br />Until the bridge is built, the Thurston Avenue intersection will be a <br />major restriction to traffic flow along Highway 10. <br /> <br />Using a s~raight tine projection of past traffic volumes, the <br />westbound 1995 p.m. peak hour volumes estimated at 1,700 vehicles <br />per hour will increase to 2,340 in 20 years. With full build out of .. <br />Enterprise Park within 20 years, the intersection volumes cannot be <br />accommodated by roadway and westbound ~raffic will face long <br />delays. This will probably result in diversion of traffic with some <br />traffic using Highway 47 and County.
