The use of staggered working <br />hours, car pooling and transit incentives may have the most merit for <br />trip reduction. <br /> <br />Overall Operations <br /> <br />The tr~ file volumes estimated to be on Thurston Avenue were done <br />in a "urrrestrained" volume method. This means that traffic could be <br />distributed' to roadway systems without concern for capacity <br />restraints or overloading of turn lanes and intersections. Given the <br />volumes at some of the intersections and the potential for heavy <br />traffic flow, it is becoming less likely that traffic would divert fi:om <br />I-Iighway 47 to Thurston Avenue between County Road 116 and <br />I-~ighway 10. Although that volume was only estimated at <br />approximately 70 vehicles in the peak hour, they are in the critical <br />tui-n areas. <br /> <br />The Anoka County Transportation Plan does not show future traffic <br />volumes on Surff~h Lake Boulevard north of t-Iighway 10. It is likely <br />that volumes will be relatively heavy because of the large area it <br />serves. It is therefore unlikely that much of the traffic which was <br />assigned fi:om Rarnsey to Thurston Avenue would divert to Surff:ish <br />Lake Boulevard ff Thurston Avenue becomes congested. <br /> <br />Summary of Recommendations <br /> <br />Traffic volumes generated in the Enterprise Park area a.nd traffic <br />fi:om other areas ut41i~ing Thurston Avenue will create a relatively <br />heavy traffic flow at several intersections. As volumes grow, <br />additional lanes should be added to Thurston Avenue at major <br />intersections. Northbound at County Road 116, a left turn lane a.nd <br />a combined fight mm and through lane should be corrstructed. A <br />westbound left ,'-urn lane on County Road 116 is also desirable. <br /> <br />At I-Iighway 10, southbound Thurston Avenue should have <br />provisions for ~vo southbound left mm lanes, a single through lane <br />and a right turn lane. At the adjacent frontage road intersection, <br />there should be provisions for left turning traffic to go west on the <br />frontage road. A left mm lane parallel to the southbound left turn <br />lanes for I-tighway 10 is desirable. <br /> <br />A major concern ~-ili be the ability of northbound traffic dest4_ned fo~ <br />the Anoka Hennepin Technical College to complete a left turn <br />through the southbound traffic, especially when some lanes are <br />backed up to the frontage road intersection.
