Finance Department could be moved to Shelly and Linda's positions. As it pertains to <br />sbmeone asking for forms dealing with personnel, etc., this Finance position could handle <br />that. <br /> <br />Councilmember Beyer commented that she felt that's where that type of position should <br />have been in the first place. She added that she has a real problem with replacing this <br />position as supervisory. She suggested it be described as one who gives work direction, <br />but is not a supervisor. <br /> <br />Ms. Hart stated that she will not be able to monitor things day to day as she has been if this <br />position is not a supervisory one. <br /> <br />Councilmember Beyer felt that Ms. Hart should not have to monitor things day to day; <br />employees should know their position and there should be a minimum of mistakes made. <br />She felt that two supervisors for 3.5 people was not in the best interest of the Department. <br />She suggested that maybe the Finance Officer position ought to be re-defined. <br /> <br />Ms. Hart stated she really needs someone to give work direction, but it does not have to be <br />classified as a supervisor. <br /> <br />Councilmember Beahen inquired of Ms. Hart if it's possible to maintain what she had <br />without the position being that of supervisor. <br /> <br />Mr. Schroeder replied that Ms. Hart is fine with entitling the position Senior Accountant <br />but she does need someone who can manage work flow. <br /> <br />Councilmember Beyer reiterated "in a non-supervisory position". <br /> <br /> Mr~ Schroeder stated that the position is currently exempt and he would request that it <br /> remain that way. He added that this position and that of the Public Works Supervisor had <br /> been made exempt positions. <br /> <br /> Councilmember Beyer stated that that had been done without Council involvement. <br /> <br /> Mr. Schroeder stated that Staff is asking for authorization to post the position. The tire of <br /> Senior Accountant is okay, but he asked that the position be filled as discussed. <br /> <br /> Councilmember Beyer requested that any reference to supervisor be removed from the job <br /> posting. <br /> <br /> Ms. Hart inquired if it would be okay to leave in the terminology that suggests that <br /> supervisory and budget experience would be helpful. <br /> <br /> ~he Committee was in agreement. <br /> <br />Motion by Councilmember Beahen and seconded by Mayor Hardin to authorize filling the <br />position, as amended, of Senior Accountant in Class 13. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer and <br />Zimmerman.
