Voting No: None. <br /> <br />Motion by Couneilmember Beahen and seconded by Mayor Hardin to direct the City <br />Administrator to ~Sroceed with the hiring process as directed. <br /> <br />Further discussi6n: Mr. Schroeder inquired how much involvement the Personnel <br />Committee wantd;l. The Committee agreed that the applications should be "weeded" out by <br />Mr. Schroeder and Ms. Hart and that they should come to the Committee with a <br />recommendation.' <br /> <br />Motion carried.: Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #2: Assistant to the City Administrator Position <br /> <br />City AdministratOr Schroeder stated that Staff is hoping to come back to this position after <br />the Finance posit~on is filled. We will be talking about what to shift to others and whether <br />a different position will be filled. We have been shifting tasks now. <br /> <br />Finance Officer Hart added that when Administrative Services is back into full play, we <br />will have a betteriidea what is needed. <br /> <br />Councilmember Beyer inquired why when the Administrative Services Manager resigned, <br />that her duties Were not shifted to the Recording Secretary instead of into the Finance <br />Department. Sl-/e felt that a lot of undue burden was placed on the Finance Officer, <br />especially at a ti .rhe when the audit was being done. She suggested that a lot of the duties <br />be shifted to the ,Recording Secretary and to the respective Department Heads. She stated <br />that Ms. Hart has expressed how extremely busy she is and that more duties should not be <br />put on her. Cou~cilmember Beyer continued that when Penny Ott resigned, it seemed the <br />natural progression would be that her tasks would have gone to Jo; they went to Kay. <br />With Kay gone, it would seem the tasks should go to Jo, they went to Jessie. <br /> <br />Mr. Schroeder ~eplied that the normal progression is to try to control growth of <br />organization. Afl example, we have had an on-going issue as it relates to completion of <br />minutes. He added that it isn't Jo's fault, but we have just gotten a handle on that recently. <br />We need assistafl, ce as it relates to Jo in getting the minutes out. If Jo is given 10 hours a <br />week in additionhl duties, the minutes have to be shifted to someone else. He expressed <br />his satisfaction {vith the job Jo is doing on the minutes. It's tough to find people who <br />enjoy that so when you give her more duties, you have to shop around for what you take <br />off her list of tasks. Similar examples occur with just about any position here. <br /> <br />Councilmember Beyer stated she would assume that if some of the duties get passed to Jo, <br />she could pass s~)me of her current duties onto someone else. She could supervise and <br />delegate other dd~ties. She inquired if Jo was approached regarding this. <br /> <br />Mr. Schroeder r~Plied yes. He added that we are a fairly conservative staffing complement <br />- 16,000 population and 39 full-time staff people.
