CHARTER AMENDMENT PROPOSED
On May 23, 1995, the City was presented with a petition to amend the City Charter. The
requested amendment is:
Section 14.1 Modification of the MUSA. From time to time the city may
wish to expand or modify the area served by sewer and water which is commonly
known as the Metropolitan Urban Service Area (MUSA).
14.1.1 Initiation. Modification of the MUSA must be initiated by a 415
vote of the City Council.
14.1.2 Evaluation of Proposed Modification. This Chapter is not
intended to alter the planning and evaluation process required by law.
14.1.3 Ratification of Proposed Modification. Upon completion of
the planning process the proposed modification must be approved by a majority
of registered voters prior to its implementation or submission to any outside
regulatory body.
As a result of this petition, it is expected that there will be an election scheduled in August,
1995. The voters will be asked to either support or oppose this change in how development is to
occur within the community. The vote of the people is binding. A majority in the affirmative
would make the above charter provision law within the City of Ramsey.
For questions on this issue, please contact the circulating committee members: Steve Croteau
(421-9099), Terry Hendriksen (427 - 8352), Elizabeth Mitchell (241- 9229), Wayne Olson (422 -
6891 -) or Cheryle Warnberg (427 - 0747); or you may contact a member of the Charter Commission:
Bernie Steffen (753- 4298), Dennis Donovan (753 - 1227), John Goode (323 - 0050), Judy Marn
(421' =- 6687), Rod Nelson (441- 0457), Richard Netzloff (427 - 5815), Jay Swokowski (427 - 2511),
Virginia Spain Brist (422 - 8629), and Keith Kiefer (427 - 5133).
1 LI8 I
