i 1 I <br />CASE # 5 <br />' REQUEST FOR jITE PLAN APPROVAL FOR AN EXPANSION TO RUM RIVER <br />PLAZA SHOPPING CENTER; CASE OF BOB MULLER <br />' 1 1 By: Zoning Administrator Sylvia Frolik <br />Background: <br />Bob Muller is requdsting site plan approval to construct a 16,920 square foot addition to Rum <br />River Plaza Shopping Center. The following items are enclosed for your information: <br />a) Site location map <br />' b) Site p <br />c) City Staff Review Letter dated June 1, 1995 <br />d) Proposed site plan development permit <br />Notification: <br />' Site Plans are not r uired to be subjected to a public hearing. However, the adjacent properties to <br />the west and south o� the shopping center are impacted by the development and have been provided <br />with a copy of the case that was submitted to the Planning Commission on June 6, 1995. <br />r <br />Observations: <br />i The proposed expa�`n sion is in conformance with City Code as it pertains to lot coverage, <br />architectural standards, and bituminous /curbed off - street parking. <br />Although there is a Oubstantial amount of existing and proposed off -street parking, the site plan <br />does not clearly indi4ate that the requirement for 1 space for every 200 square feet of retail space is <br />met. The Planning Commission recommended approval of the off -street parking as submitted as <br />' these requirements were reviewed as a future second phase of the shopping center when the <br />original site plan wasp reviewed and approved. <br />City Code requires l 40 foot wide landscaped yard and screening where commercial uses abut <br />' residential use s. requirement impacts the west and south property lines and whether or not <br />the setback distance met is not identified The 40 foot yard on the south side of the property can <br />be met but it is que tionable on the west side. The Planning Commission again recommended <br />' approval of the site p an as submitted without any additional requirements for screening as the City <br />committed to the de lopment plan with the fast phase of the shopping center. <br />E <br />' In the review letter, staff suggested that a grading and drainage plan would be required and that it <br />would be necessary i o construct a sedimentation pond for water detention and skimming prior to <br />discharge. The Plant ing Commission recalled that the original development included drainage and <br />storm sewer improv ments sized and constructed to handle this future second phase. Upon a <br />' subsequent meeting with the City Engineer, Mr. Muller presented the original development <br />construction plan. ese plans show that the design and sizing of the existing drainage system <br />anticipated the devel pment now being proposed. The original construction was down sized from <br />the approved plan. In view of the facts (a) that the storm sewer is adequately sized for the <br />proposed developme it, (b) it appears that the adjacent properties will drain away from the subject <br />property, and (c) a w -,tland located on the golf course property approximately 500 feet away is the <br />final destination of storm runoff from this site; the requirements for site detention may be waived in <br />' this case. <br />1 �y� <br />
