r <br />Off Street Parking � esi= In accordance with City Code, all driveways, off - street parking, <br />loading and maneuvbring areas are proposed to be surfaced with bituminous and finished with B- <br />' 612 concrete curbin. <br />Off Street Parking - Spaces Required: City Code requires 1 parking space for every 200 square <br />feet of retail space. The facility includes approximately 1,600 square feet of retail space; a <br />minimum of 8 plr 4g spaces are required and 17 are proposed. <br />' Lighting: An exten r lighting plan has been shown on the site plan. Numerous metal halide area <br />lights are proposed mound the circumference of the site. Details of the proposed lighting should be <br />submitted in order toevaluate whether the lighting meets City standards. <br />Drainage and Grading The plan submitted identifies the general direction of runoff flow which <br />indicates the majori of the runoff would eventually be directed westward and discharged to the <br />County ditch. It is ecessary that runoff for paved areas receive sedimentation treatment prior to <br />' discharge. The C unty also has a policy of limiting discharge to its highway ditches to <br />predevelopment levejls. It would be preferable to discharge the ponded runoff to the wetland to the <br />west. We would also request submittal of a revised grading plan which includes spot elevations <br />and grades. Because of the relative flatness of this site, you may wish to consider including storm <br />piping in the final drainage plan. <br />Access The site wi have access onto a private service road along the west property line that will <br />provide access to aS.A.H. #116 and T.H. #47. Staff supports the concept of private service <br />roads in commercifl districts as it eliminates the number of accesses required onto major <br />thoroughfares and pi#vate owners can maintain their accesses, especially in winter conditions, in a <br />more timely fashion than the City would be able to accomplish. <br />i gn: There seems {o be some conflicting information with regards to the ground or pylon sign <br />' proposed. The site plan indicates the placement of a 148 square foot ground sign at the corner of <br />C.S.A.H. #116 and I T.H. #47; the sign drawing provided indicates a 92 square foot sign. Sign <br />regulations establU a 100 square foot size limit, 25 foot height restriction, 12 foot vertical <br />clearance when the s gn is within 25 feet of any road right of way, and one ground or free standing <br />' sign per parcel. Ad 'donally, the City of Ramsey has also identified the corner of C.S.A.H. #116 <br />and T.H. #47 as an appropriate location for a Ramsey entry sign. Perhaps through further <br />discussion, an agreement can be reached that accomplishes the needs of the facility and the City. <br />1 <br />The Planning Commission will be meeting at 7:30 p.m. on Tuesday, June 6, 1995, at the Ramsey <br />Municipal Center, 11153 Nowthen Blvd. N.W., to review the proposed site plan. A copy of the <br />case cover sheet is inclosed.
