10. That no blasting will be employed in the grading activity. <br />11. That no excavation will take place within the road right -of -way. <br />12. That the existing drainage patterns will not be substantially altered by the proposed grading <br />plan. <br />13. That silt fence will be placed along the boundaries of adjacent properties within 100 feet of <br />the area to be graded. <br />14. -- That the grading operation will increase the traffic to the subject property and surrounding <br />area for a very limited time frame. <br />15. That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use or to the public welfare. <br />16. That the proposed use will not substantially adversely impair the use, enjoyment, or market <br />value of any surrounding property. <br />17. That the proposed use will not be hazardous or disturbing to existing or future neighboring <br />uses. <br />18. That the proposed use will be a substantial improvement to property in the immediate <br />vicinity and to the community as a whole. <br />19. That the proposed use will be served adequately by public facilities and services such as <br />highways and streets. <br />20. That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services, and it will not be detrimental to the economic welfare of the <br />community. <br />21.- That the proposed use will not involve uses, activities, processes, materials, and equipment <br />and conditions of operation that will be detrimental to any persons, property, or the general <br />welfare by reason of excessive production of traffic noise, smoke, fumes, glare, or odors. <br />22. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the ._th day of June, 1995. <br />Mayor <br />aai� � <br />
