Case #2: Drug and Alcohol Policy

City Administrator Schroeder stated that he has not yet had a chance to meet with LELS
regarding the drug and alcohol policy; however, he has received good input from staff.

Luanne Koskinen, AFSCME Business Agent, was present and stated that the AFSCME
Union does have some questions but a follow-up has not yet been done.

Mr. Schroeder stated that this will probably not be done by the July meeting but added that
the Fire Chief is anxious to get this policy into place. He pointed out that no action is
necessary on this policy, at this time.

Case #3: Education Policy

City Administrator Schroeder summarized the discussion of the last meeting where the
Education Policy was discussed. The amendments have been made and staff is requesting
approval of such policy.

Councilmember Beyer stated that the reimbursement figure states 60%. She suggested it be
increased to 70 or 75%.

Councilmember Beahen agreed and added that education of employees directly benefits the
City.

Councilmember Beyer felt this would encourage employees to take classes.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to amend the
policy to read a reimbursement of 70%.

Motion carried. Voting Yes: Councilmembers Beahen and Beyer. Voting No: None.
Absent: Mayor Hardin.

Luanne Koskinen, AFSCME Business Agent, suggested putting a clause in the policy
about the bargaining unit language superseding all other language in the policy.

Police Chief Auspos inquired if the definition of "accredited" was resolved to which Mr.
Schroeder replied that it would be determined by Council.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to recommend
that Council approve the Education Policy.

Motion carded. Voting Yes: Councilmembers Beahen and Beyer. Voting No: None.
Abs: :nt: Mayor Hardin.

Case #4: Organizational Chart

City Administrator Schroeder remarked that the organizational chart was first brought up in
March 1995. We have had a couple of vacancies and Council directed it be brought back in
June or July. He requested to be able to bring this back at the July meeting as he would
have some suggestions by then. He invited comment from the Committee also. He added
that Ms. Koskinen would also be invited to attend that meeting.

No action required by the Personnel Committee.

Personnel Committee/June I3, 1995
