Case #2: Drug and Alcohol Policy <br /> <br />City Administrator Schroeder stated that he has not yet had a chance to meet with LELS <br />regarding the drug and alcohol policy; however, he has received good input from staff. <br /> <br />Luanne Koskinen, AFSCME Business Agent, was present and stated that the AFSCME <br />Union does have some questions but a follow-up has not yet been done. <br /> <br />Mr. Schroeder stated that this will probably not be done by the July meeting but added that <br />the Fire Chief is anxious to get this policy into place. He pointed out that no action is <br />necessary on this policy, at this time. <br /> <br />Case #3: Education Policy <br /> <br />City Administrator Schroeder summarized the discussion of the last meeting where the <br />Education Policy was discussed. The amendments have been made and staff is requesting <br />approval of such policy. <br /> <br />Councilmember Beyer stated that the reimbursement figure states 60%. She suggested it be <br />increased to 70 or 75%. <br /> <br />Councilmember Beahen agreed and added that education of employees directly benefits the <br />City. <br /> <br />Councilmember Beyer felt this would encourage employees to take classes. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to amend the <br />policy to read a reimbursement of 70%. <br /> <br />Motion carried. Voting Yes: Councilmembers Beahen and Beyer. Voting No: None. <br />Absent: Mayor Hardin. <br /> <br />Luanne Koskinen, AFSCME Business Agent, suggested putting a clause in the policy <br />about the bargaining unit language superseding all other language in the policy. <br /> <br />Police Chief Auspos inquired if the definition of "accredited" was resolved to which Mr. <br />Schroeder replied that it would be determined by Council. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to recommend <br />that Council approve the Education Policy. <br /> <br />Motion carded. Voting Yes: Councilmembers Beahen and Beyer. Voting No: None. <br />Abs: :nt: Mayor Hardin. <br /> <br />Case #4: Organizational Chart <br /> <br />City Administrator Schroeder remarked that the organizational chart was first brought up in <br />March 1995. We have had a couple of vacancies and Council directed it be brought back in <br />June or July. He requested to be able to bring this back at the July meeting as he would <br />have some suggestions by then. He invited comment from the Committee also.
