Two of these changes occurred in the Police Department. That <br />department req~,ested review of the job descriptions which has been done. He believed that <br />the suggested cBanges accurately reflect the positions. The intent is not to represent an <br />escalation of either position. <br /> <br />Police Chief AUspos indicated he was satisfied with the descriptions. <br /> <br />Luanne Koskitien, AFSCME Business Agent, stated that Arlene Stafford and Linda <br />Aaseby are alsoi satisfied with the descriptions as amended. <br /> <br />Motion by CoUgcilmembex Beahen and seconded by Councilmember Beyer to recommend <br />that Council ap@rove the amended .job descriptions for the Police Records Manager and the <br />Police Technicitm. <br /> <br />Motion carried; Voting Yes: Councilmembers Beahen and Beyer. Voting No: <br />Absent: Mayor!Hardin. <br /> <br />Case #6: Comprehensive Plan Concerns <br /> <br />None. <br /> <br />City Administrator Schroeder communicated that City Council had received concerns from <br />three members!of the Planning Commission regarding the Comprehensive Plan process. <br />These were discussed by Council in May. At that time, Council directed a memo be sent to <br />these three peoi~le, which was done, and a response has been received. Also included in <br />the packet of irfformation is a response from Mr. Jim Gromberg. Mr. Schroeder continued <br />that while this ~rocess turned out to be frustrating for about everyone involved, he did not <br />see anything in) here other than a learning experience for us all. He recommended we do <br />learn from this ired next time we take care of what occurred here on the front end; maybe sit <br />down and try td figure out potential problems. <br /> <br />Councilmembe~r Beyer stated that in the future, City Code should be followed as far as <br />what the dutieS, are of each commission. That's the bottom line of the problem. She felt <br />that the Economic Development Commission stepped over their line of responsibility when <br />they tried to d6 land planning. Their function should be similar to that of a chamber of <br />commerce. Th'.e memo states that Council requested review by the EDC. Councilmember <br />Beyer stated ~at was untrue. That idea was suggested by a Councilmember at a <br />workshop. <br /> <br />Mr. Schroeder ~eplied that there would be a suggestion and no one else would say anything <br />so staff took itias a directive. At future workshops, we will request a motion. The same <br />thing happened at a Planning Commission meeting; one member suggested something, not <br />the entire Commission, but staff took it as affn'mative direction. <br /> <br />Councilmemb~r Beyer agreed that this is a learning process and added that a lot of "toes <br />were stepped tin". She felt that a workshop would be a good place to discuss this issue <br />further. She sltated that she was not sure that the three individuals from the Planning <br />Commission will just accept this. <br /> <br />Motion by CoUncilmember Beahen and seconded by Councilmember Beyer to direct the <br />City Administrhtor to thank the three Commissions for their assistance through this process <br /> <br /> Personnel Committee/June 13, 1995 <br /> Page 3 of 5 <br /> I, <br /> <br /> <br />
