Councilmember Beahen stated she was <br />not convinced that would be a benefit. Councitmember Beyer stated she does not believe <br />these three people will accept that this issue has been put to bed. She felt that this could <br />only be accomplished after a meeting with them. She added that everyone involved is to <br />blame. Councilmember Beahen questioned if benefit would come from that or would these <br />three individuals be open to the fact of it being a misunderstanding. She wondered if it <br />would just be a head-butting session. Councilmember Beyer stated that in all her years of <br />government, honesty is the best policy and they may not always like what you have to say <br />but if you are honest and straight-forward, they wilt accept it. Councilmember Beahen <br />inquired if the Planning Commission members have received the memo from Mr. <br />Gromberg to which Mr. Schroeder replied no, not until we get direction from Council. He <br />added that when he was talking about a workshop, he was talking about where do we go <br />from here. Councilmember Beyer stated that if we have to butt heads, etc., maybe that's <br />what needs to be done. She did not believe that a letter/memo will end their frustration. <br />Councilmember Beahen stated that they have had an opportunity to send a letter to be <br />reviewed by staff, the attorney, Council, etc. She added that she is just not convinced we <br />will accomplish anything. Councilmember Beyer felt these three people need to "have their <br />day". Councilmember Beahen questioned if we could outline, because of this process, <br />how we will handle things in the future. Councilmember Beyer inquired of Mr. Schroeder <br />if he nmly felt that would satisfy the Commission members. Mr. Schroeder replied that he <br />is not certain and added that if a workshop was held, he was not sure what the tone would <br />be. Councilmember Beahen felt the letter is a means to an end - it would let them know <br />what our plans are in the future. Councilmember Beyer stated that if we do not do <br />something, this issue will come back to haunt us. She added that one of the things <br />Councilmember Zimmerman has said is that Council should hold joint meetings with each <br />of the Commissions and give them a direction. We have had one joint meeting with the <br />Planning Commission and one with the Park and Recreation Commission. She reiterated if <br />we just end this with a memo, it will come back to haunt us. Councilmember Beahen <br />stated we are not sweeping this under the carpet, but we will address it with future plans. <br />Mr. Schroeder suggested sending the memo and scheduling a joint workshop and asking <br />them for suggestions for topics for the agenda. This would be done with the Park and <br />Recreation Commission and the Economic Development Commission also. He added that <br />the memo needs to say we brought closure but also that we want to meet and mend fences. <br />Ms. Koskinen inquired if that workshop would be something she should be interested in. <br />Councilmember Beyer assured her that this is not a personnel issue, that issue has to be <br />dealt with by staff. We do not have the authority to do that. She inquired of Mr. <br />Schroeder if he is in favor of a joint workshop and letting the Commissions determine the <br />agenda items. Mr. Schroeder stated he was in favor of it but added that the tone of the <br />request will be on how to improve the working relationship. He added that what he heard <br />Councilmember Beyer say is that the personnel issue is not a part of this workshop. <br />Councilmember Beyer responded that the personnel issue cannot be a part of this. <br />Councilmember Beahen stated that the motion for future direction includes setting a <br />Council/Commission workshop with the Commissions, separately. <br /> <br />Motion carried.
