Some of the water could be directed from the ditch along the roadway <br />which drains into this low area, by diverting it to a wetland east of Chameleon Street. Such <br />a modification could be made along with the paving of Chameleon Street. However, the <br />low area is also fed by drainage from the area east of Gibbon Street. <br /> <br />Septic Field Flooding at 6508 171st Lane <br />This lot has its septic field located in close proximity to the right-of-way of 171st Lane. <br />The ditch along the roadway is shallow and relatively flat. During heavy rainfalls, run-off <br />from a recently constructed drive, and a contributing drainage area to the south and west <br />drains toward this roadside ditch. Ponding occurs in the ditch and adjacent low area which <br />floods over the septic field and backs up into the resident's basement, which is lower than <br />the elevation of the ponded ditch. Also, the residential property across the street has <br />complained of fi'ont yard flooding which is due to the roadside ditch not being deep enough <br />to drain his yard. Staff's position is that the ditch functions adequately to drain the street. <br /> <br />Standing water in Roadside Ditch at 16800 St. Francis Boulevard <br />The resident complains of water standing in the roadside ditch along the St. Francis <br />Boulevard service road and along 168th Avenue. A culvert and deeper ditching would dry <br />the ditch quicker~ Staff's position is that the ditch functions adequately to drain the street. <br /> <br />Drainage onto the Property at 9158 Collins Drive <br />The dirt street of Collins Drive is graded from east to west and runs off onto the property <br />on which no drainage easement exists. There is no potential for damage to the structure <br />and no evidence of water damage beyond a short term ponding on the lawn area. Staff's <br />position is that drainage should be addressed along with the paving of the street. <br /> <br />Flooding of the Intersection of 164th Lane and Azurite Street <br />This intersection is a natural low point and no provisions had been made for drainage. The <br />roadway becomes submerged in heavy rainfalls and after significant snow melt events. <br />Also, water ponds in the yards adjacent to this intersection. No structures are in danger of <br />flooding. <br /> <br />Flooding at Noon's RV, Skelgas, and Anoka West Pet Hospital on Highway #10 <br />These businesses flood frequently after heavy rainfall events. A storm water project has <br />been proposed and will be addressed in the current storm water comprehensive plan. <br /> <br />Section 22 Drainage / Maintenance of County Ditch 3 <br />A low area east of Ramsey Boulevard between 156th Avenue and 153rd/t55th Avenue <br />receives mn-off from City streets, but no drainage easement exists over these low areas. In <br />addition, Wetland 656 (south of 153rd/155th Avenue east of Ramsey Boulevard) has no <br />outlet and the water level in this wetland has been within one foot of the low point of the <br />roadway. Minor improvements have been implemented to provide an outlet for drainage <br />through this area. However, consideration of re-establishing a ditch connecting Wetland <br />656 to County Ditch 3 and reditching County Ditch 3 would provide added flood protection <br />for the residences in Section 22, along Wetland 656, and along County Ditch 3. This issue <br />is to be addressed in the current storm water comprehensive plan. <br /> <br />Freezing of catch basin on 153rd/t55th Avenue <br />In the spring of the year, the catch basin on I53rd/155th Avenue between C.S.A.H. #5 and <br />County Road #56 have periodically frozen shut, causing road flooding from snow melt. <br />Improved drainage from the adjacent wetlands by cleaning of the County ditches which <br />drain them may reduce the potential for freezing. With the expansion of the amount of <br />storm sewer pipe in the City's storm drainage system, an increase in the number of frozen <br />storm drains should be expected. The public works department needs to acquire thawing <br />equipment to address this growing need. <br /> <br /> <br />
