Olson, <br />County Engineer <br /> <br />Your Memorandum dated December 20, 1994/ <br />Comments for Public Hearing on January 12, 1995 <br /> <br />Thank you for your memorandum outlining several issues in the City of Ramsey, <br />particularly regarding the City's Draft Park and Trail Plan. In regard to your <br />memorandum, the Anoka County Highway Department has the following comments. <br /> <br />Recently in conjunction with the City of Ramsey's request for a MUSA expansion, a <br />joint effort was made to re-evaluate and update the Anoka County 2010 Plan. As a part <br />of that update, a series of projects were listed in Tables 5, 6 & 7, which provides a <br />review of the capacity enhancement projects which have been completed in 1988 <br />through i993, or projects that are anticipated from 1993 through the year 2015. A copy <br />of the report is attached. In reviewing that list, it is apparent that the list is exhaustive <br />and that the ability of Anoka County to fund a program larger than that listed in this <br />document, is almost nil. For that reason projects which benefit the Cities of Andover <br />and Ramsey, will probably be limited to those projects contained in these lists which <br />have a positive impact on your ability to continue development through the year 2005. <br />The implementation portion of the original 2010 Plan should then be assumed to be <br />adjusted by this amendment resulting in delay of projects otherwise included in the <br />appendices of the original plan. For that reason, I feel that it is not safe to assume that <br />CR #63 will be upgraded and widened by the year 2005 as indicated in your memo <br />dated December 20, 1994. It therefore will not in all probability provide an alternate <br />trail connection in an east/west direction. <br /> <br />Secondly, you should have previously been sent copies of the Anoka County Highway <br />Department Policy on Bikeways. tn any event, a copy of that document is attached for <br />your information as well as a copy of the Minnesota Bike Traffic Laws and Regulations <br />which is not intended to be exhaustive. The County Highway Department received this <br />summary from the Coon Rapids Police Department.
