Subdivision Design Standards § 9.50.30 <br /> <br /> or, if the subdivider and Council agree, the 'scenic easement dedication may be in lieu of up <br /> to 25% of the requirements in §9.50.37 Subd. 2 and 3. <br /> <br /> Subd. 9. Required improvements. Subdividers shall be responsible <br /> for making certain improvements to the parkland they dedicate within their development for <br /> park, playground and public open space purposes as follows: <br /> <br /> a. Provide finish grading and turf establishment for all park, <br /> playground, trail and public open spaces and provide landscape <br /> screening in accordance with city policy. <br /> <br /> b. Construct and pave trails which are identified by the City as <br /> accessible bikeway/walkway trails in accordance with city <br /> standards concurrently with the roads in their developments <br /> (i.e., grading with site grading and paving with street or parking <br /> lot paving). Grade and provide appropriate surfacing, as <br /> recommended by the Park and Recreation <br /> Commission and approved by the Park and Recreation <br /> Co,-r~.'.'saicn City Engineer, of trails identified by the City as <br /> horse or wilderness uails. Park dedication credit will be given <br /> for construction of the tmii(s) and associated improvements at a <br /> ram determined by. the City Engineer. <br /> c. Complete, construct, and pave walkways which may be required <br /> as a trail link connector in accordance with city standards. Such <br /> walkways may be within or abutting residential street ROW. No <br /> park dedication credit will be given for these connecting links or <br /> construction thereof. <br /> <br /> d. Establish park boundary comers for the purpose of erecting park <br /> limit signs. Monuments of permanent character shall be placed <br /> by the subdivider at all angle and curve points on the outside <br /> boundaries of all public property. <br /> <br /> e. Provide sufficient public road access and surfaced parking <br /> facility as deemed appropriate by the Park and Recreation <br /> Commission after consideration of the recommendation of the <br /> City Engineer for neighborhood parks and community parks. <br /> <br /> f. The subdivider shall submit a topographical, site, grading and <br /> landscape plan prepared by a registered engineer or landscape <br /> architect to the City .for approval during the preliminary plat <br /> process. <br /> <br /> Subd. 10. Agreement as to dedication. Agreements as to the <br />requirements in §9.50.37 shall be made as part of a performance contract presented for <br />approval along with the final plat. Failure of the Council and subdivider to reach agreement <br />regarding the matters in §9.50.37 above shall constitute denial of the plat. <br /> <br /> Subd. 11. ' Exceptions. In the case of a request to divide a lot <br />which is a pan of a recorded plat where the division is to permit the adding of a parcel of <br />land to an abutting lot which does not create a new buildable lot, the subdivider shall be <br />exempt from complying with any procedural requirements of this section. <br /> <br /> Subd. 12. Application to minor subdivisions. In the event of <br />a nfnor subdivision, the provisions of this.section shall apply to the new lots being created <br />rather than the gross area being subdivided. <br /> <br /> <br />
