Subdivision .- Design Standards ~ 9.50.30 of the City which is either being assessed for water service or within which such service has been authorized by the Council. The Council, in its discretion, may waive the application of this portion of the code upon a showing that to require the installation of water mains within the subdivision would not be feasible with regard to the extension of existing trunk mains to service the subdivision or that the particular locations or unusual circumstances of the proposed plat would cause undue hardship to either the owner/subdivider or the City. 6. Street Traffic Control Signals. If deemed necessary by the City Engineer md Council, the owner/subdivider shall install street traffic control signals. The signalization shall be constructed in conjunction with the street unless the Council grants a waiver to delay signalization. In the event such waiver is granted, the owner/subdivider shall deposit with the City a sum of money equivalent to the City Engineers estimated cost of the signalization. 7. Easement Acquisition. Prior to the time of construction, the owner/subdivider shall obtain all easements required for the project. At the time the project is complete and turned over to the City, all easements .shall be deeded to the City. 8. Lot Grading. All lots shall be.graded in accordance with the final grading plan. In addition, erosion control measures shall, be followed to eliminate erosion. Upon completion of the grading, topsoil shall be restored and temporary vegetation established. 9. Park and Trail Development, 6c~,~dopme~. Develop a park and trail plan prior to the preliminary plat public hearing that is based upon the recommendations of the Park and Recreation Commission. The development agreement shall require this park and trail development shatt-the~ to be completed as a Stage I Improvement. 10. Street Lights. After consultation with Anoka Electric Cooperative or other provider of electrical services, the City Engineer shall place within the development agreement, a street light construction plan which will then be constructed as a Stage I Improvement, the cost of purchase, installation and three (3) year's operation and maintenance thereof being included within the development agreement as a Stage I Improvement.
