Screening: Screening of outside storage areas from public right-of-way is a requirement. The site
plan proposes a land~caped berm between the site and Outlot A to the south but it does not provide
for screening adjace~nt to C.S.A.H: #56. The site plan reflects that there is some shrub mass in this
area but screening must be a minimum of 5 feet tall and may consist of fencing, berming,
plantings, or any combination thereof. It is also recommended that the landscaped berm running in
a southeast direction., from the building be extended a sufficient distance to screen the pole storage
yard from the park/wetland area.

Landscaping: Section 9.11.09 of City Code requires a 20 foot wide landscaped area along all
streets. It appears from the site plan that this requirement is met. Extensive landscaping is
proposed for the bal ~ance of the site and it will be necessary to submit a detailed itemization of the
plantings proposed prior to submittal of the site plan to City Council for approval.

Architectural Stand,ds: City Code restricts structure heights to 35 feet and exterior wall finishes
must be of material ,that is 100% other than metal on the exposed wails. The proposed structure
complies with the h&ight requirement except for the most southwesterly portion of the building
which is proposed at 36-37 feet. It will be necessary for the development permit to acknowledge
the variance to the height restriction.. The exterior facing finish is pre-cast concrete panels of red
quartz aggregate.

Waste Storage: City. Code requires that ail solid waste and refuse receptacles shall be stored within
a completely screenod structure or container. The site plan should be modified accordingly.

Off Street Parking. Loading and Maneuvering Areas and Driveways - Design: City Code requires
all driveways, olaf-street parking, storage, loading and maneuvering areas to be surfaced with
blacktop or concrete and f'mished with B-612 concrete curbing. It appears that ail of these areas are
proposed to be surfaced but the requirement for concrete curbing is not reflected on the site plan
and it should be modified accordingly.

Off Street Parkin~ ~ Svaces Required; For this facility, Staff is recommending utilizing the
standard for mant~factt~ring as a criteria for the number of off-street parking spaces plus some
additional parking for visitors. Initially, there are proposed to be 225 employees at the site and the
employee parking lot proposes 280 stalls. A visitor parking lot containing 65 stalls is also
proposed. Staff concludes that the number of off-street parking stalls proposed is acceptable.

Lighting: An exterior lighting plan has not been shown on the site plan and it should be modified
accordingly.

Drainage and Gradin~: The development proposes draining the north parking lot through a closed
conduit system to a l~roposed pond located between the parking lot and the wetland. It is unclear
from the submittal as to what size the pond will be or whether it will have an overflow discharge
into protected Wetland #117P. The remaining paved areas which include the building, the west
guest parking area, and the outside storage area south of the building are drained through a storm
sewer to a detention pond located on Outlot B, which has been reserved for drainage purposes.
Again, the sizing or details of the pond have not been defined. The drainage concept is acceptable,
however, details of ~e ponding system and calculations need to be submitted and a permit needs to
be obtained from the Lower Rum River Water Management Organization.

Access: The site will. have primary public access from one drive entrance on Ramsey Blvd. located
500 feet south of Industrial Avenue and one drive entrance on Industry Avenue located 1,100 feet
east of Ramsey Blvd; The maintenance and operations facility proposed two accesses, one onto
Ramsey Blvd. 1,000 'feet south of Industry Avenue and the other onto Sunwood Drive a distance
1,600 feet east of Ramsey Blvd. The access plan has been reviewed by Anoka County Highway
Department. Their comments include requesting clearing within the right-of-way to improve sight
