The site plan consists of one sheet prepared by John Oliver & <br />Associates, Inc., dated 10/19/95. We offer the following comments: <br /> <br />e <br /> <br />Zoning and General: The subject property is zoned B-3 Highway Business. The standards <br />for the B-3IHighway Business District require that all travelled areas and any area used for <br />outside display purposes be paved and curbed. Because of the lack of activity in the former <br />Geothermal structure, this property has lost its non-conforming rights to conduct business <br />operations;without the required site improvements being in place. Therefore, it is <br />appropriate that the site plan has been submitted for approval of the proposed site <br />improvements. <br /> <br />Number of' Off Street Parking Spaces: It is Staff's understanding that the business <br />proposed t6 be located in the structure is an enclosed rental operation. According to City <br />Code, one parking space for every 200 square feet of retail space is required. The existing <br />building on (the site is 1,843 square feet in size, 900 square feet of which will be considered <br />retail space; therefore, 5 parking spaces are required. The Applicant is proposing to install <br />7 regular spaces and 1 handicap space. <br /> <br />Design of Driveway, Off-Street Parking Area and Loading Facilities: City Code requires <br />that off-street parking areas, driveways, display areas and maneuvering areas be surfaced <br />with concrete or asphalt and finished with B-612 concrete curbing. The site plan proposes <br />blacktop an¢ curbing in the highway frontage yard in accordance with Code requirements. <br />However, t.here is a driveway to the rear entrance of the building from Riverdale Drive <br />N.W. that is not proposed to be curbed. City Staff recommends that the site plan be <br />modified to include curbing along the perimeter of the rear entrance driveway. <br /> <br />e <br /> <br />Green Space: The B-3 Highway Business standards also state that there shall be no activity <br />within the first 17.5 feet of the 35 foot front yard setback. Accordingly, the site plan <br />identifies a 17.5 foot wide green space adjacent to the road <br /> <br /> <br />
