Review Letter <br />Brandseth <br />November 29, 1995 <br />Page 2 of 3 <br /> <br />Sm <br /> <br />Trgnspor;ation Impacts; On November 20, 1995, the Ramsey City Council approved the <br />implementation of a Transportation Impact Fee. At this time, the fee is proposed at <br />$500.00 per lot. The exact implementation details have not been finalized, but Brandseth is <br />potentially impacted by this new fee. <br /> <br />Wetlands: There are no protected wetlands nor wetlands which appear on the national <br />wetland inventory located within this parcel. The applicant is responsible for complying <br />with the Wetland Conservation Act. If any areas within the plat meet the wetland <br />definition, they are protected by the Act. <br /> <br />Drainage: A drainage and grading plan has been submitted. Drainage from ail paved areas <br />is directed to a ponding area located on the northwest corner of the commercial outlot <br />property. An overflow from this pond would discharge to the ditch on the south side of <br />153rd, which then crosses to the north side of 153rd just north of the electrical substation. <br />Flow would then continue onto a Iow lying area on the properties north of I53rd. The City <br />currently has no drainage easement fights to discharge storm runoff onto those properties. <br />If this drainage plan is to be approved, such drainage fights must be acquired. <br />Alternatively, an outer for drainage to the wetlands to the south may also be considered, as <br />was suggested during sketch plan review. <br /> <br />The interior drainage plan is generally acceptable, however, if drainage easements allowing <br />discharge onto northern properties are not secured, drainage from the back yards of the <br />homes west of Germanium will need to be picked up with a yard drain and transmitted to <br />the storm sewer system. <br /> <br />Utilities: The developer is proposing to install the public improvements (streets, storm <br />sewer, sewer and water) with no financial participation on the part of the City. A petition <br />requesting the extension of the municipal services to the property should be submitted and <br />signed by all affected property owners. <br /> <br />Sewer and water utilities (an~t possibly storm sewer) will need to be extended up T.H. #47 <br />to service this development. These utilities can be placed within the fight-of-way of T.H. <br />#47 and the City service road with the exception of two properties, both owned by Mr. and <br />Mrs. Kempf. It will be necessary to acquire additional fight-of-way through the Kempf <br />property to facilitate both these utility extensions and eventually improvements to T.H. <br />#47. The sanitary sewer and water extensions to the southern property line would be <br />financed from the City's trunk funds. The interior water and sewer extensions within the <br />subdivision would be installed by the developer. The plan for the utilities within the <br />subdivision is acceptable with the following modifications. <br /> <br />First, the City would require a twelve inch watermain to be placed aong the entire length of <br />I53rd from Th.H. #47 to Germanium Street and that the eight inch main down Germanium <br />be increased to a twelve inch main. The water utility trunk fund would pay for the increase <br />in size from eight to twelve inches. Second, the depth of the sanitary sewer at the eastern <br />terminus of 152nd Avenue has not been specified.
