76, <br /> <br />Subdivision - Design Standards § 9.50.30 <br /> <br /> Subd. 2. Where City sewer and water facilities are not available for <br />extension into proposed subdivision, the Council may permit the use of individual water <br />and sewer systems in accordance with all appropriate State and local regulations. <br /> <br />9.50.54 Storm sewers. In an area not having municipal, storm sewer trunk, the <br />applicant shall be responsible, before platting, to provide for a storm water disposal plan in <br />accordance with the City's Comprehensive Drainage Plan without d~mage to properties <br />outside the platted area and said storm water disposal plan shall be submitted to the City <br />Engineer, who shall report to the Council on the f~asibility of the plan presented. No plat <br />shall be approved before an adequate storm whter disposal plan is presented and approved <br />by the City Engineer and Council. The use of dry wells for the purpose of storm water <br />disposal is prohibited. In areas where an outlet for storm water does not exist and the <br />developer is unable to negotiate a drainage way with adjacent land owners, they may <br />petition the' City to construct a drainage outlet. <br /> <br />9,50.55 Election by City to install improvements. As stated in §9.50.50 <br />Subd. 6, the subdivider may elect to construct the improvements at their own expense and <br />without City participation in the expense. However, the City reserves the right to elect to <br />install all or any part of the improvements required under the .provisions of this title <br />pursuant to M.S., Chapter 429, as amended. If the City elects to install the improvements, <br />the developer shall post a financial guarantee, in a form acceptable to the City, for the <br />payment of the assessments. <br /> <br />9.50.56 Subsurface conditions. The subdivider shall cause tests to be made of <br />subsurface conditions to determine the nature and extent of subsurface soil, rock and water. <br />The location and results of said tests shall be made available to the City. <br /> <br />9.50.57 Sidewalks and pedestrian ways. <br /> Subd. 1. All sidewalks and pedestrian ways required bythe City shall be <br />constructed of a four inch (4") concrete placed on a four inch (4") gravel base. Grades <br />shall be as approved by the City Engineer. Sidewalks shall be placed in the public ROW <br />one foot (1') from the property line and shall be a width designated by the City. <br /> <br /> Subd. 2. Construction. of trailways All accessible <br />bikeway/walkway trailways shall be constructed of a minimum two inch (2") bituminous <br />mat on a two inch (2") gravel base. Grades and specifications shall be as approved by the <br />City Engineer. Ali paved trailways shall be of an eight foot (8') width with two foot (2') <br />graded shoulders. All horse and wilderness tmilways shall be graded to a minimum four <br />foot (4') width and surfaced as det~mia~ recommended and approved by the Park <br />and Recreation Commission and City Engineer. <br /> <br />9.50.58 Public utilities. <br /> <br /> Subdivision 1.. In all f6sidential zoned subdivisions, all telephone, <br />electric and gas service lines shall be placed underground within dedicated public ways or <br />recorded easements in such manner as not to conflict with- other underground services. Al1 <br />underground installation of service lines within street ROW shall be completed in a manner <br />which will not disturb street surfacing. Upon completion of the installation of underground <br />service lines in dedicated public ways, a tracing and two (2) copies of plans and <br />specifications showing the completed installation sh,all be filed with the City. <br /> <br /> Subd. 2.
