Motion by Councilmember Pearson, seconded by Councilmember Strommen, to deny the request <br />to vacate the drainage and utility easements along the perimeter of Lot 1, Block 1, R.A. Peltzer <br />Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Pearson, Strommen, Cook, <br />Elvig, Kurak, and Zimmerman. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #8: <br /> <br />Authorizing the Release of the Draft Highway 10 Alternative Urban <br />Areawide Review (AUAR) for Comments and Review <br /> <br />Jodi Ruehle, The Tinklenberg Group, stated the action requested is to authorize the AUAR be <br />released for the formal review process that would begin on October 13 and continue for 30 days, <br />ending November 12. After comments are received they will provide a formal presentation of <br />those comments prior to adopting the document. At that time CH2M Hill would be invited to <br />come back. Also a draft letter is included that they would like to send to property owners in the <br />study area to give them information, let them know the document is in the review process, and to <br />continue to stay in touch with these property owners. She noted the schedule for the next several <br />months which includes correspondence with the property owners. She stated that they have been <br />partnering with MnDOT, Anoka County, the Metropolitan Council, and other communities. <br />MnDOT has been asked to work on a risk assessment letter for acquiring right-of-way in <br />advance. She noted the other activities on the draft including outreach with the community and <br />property owners. She stated these activities should be completed before the moratorium ends. <br /> <br />Councilmember Strommen asked that the resident letter include a formal invitation for them to <br />provide input. <br /> <br />Ms. Ruehle concurred and suggested information also be included on where the document is <br />available for review. She estimated there are 60 to 65 residents involved. She added that this fall <br />would be a good time to meet at a work session to assure there is a thorough understanding of the <br />project and contentment with the project. <br /> <br />Mayor Gamec thanked Ms. Ruehle for their assistance <br /> <br />Mr. Frank Pafko, MnDOT, Metro District, stated he is available to answer questions and thank <br />Ramsey and the City Council for being a very active partner in the Highway 10 corridor and <br />taking positive steps to preserve right-of-way.
