Ms. Pomeroy asked why they did not put a berm or something. She stated she does not believe a <br />lot of thought went into this design. She asked where the expansion room is for Highway 47. <br /> <br />A1 Kempf, 15220: St. Francis Boulevard indicated he is the neighbor to the south, and has not <br />objection to the change. He thinks this is a lot better design than the original building. He stated <br />as far as Highway 47, you can drive down and look on the decks of other projects already. He <br />thinks a three-story would be a benefit to the houses to the west, and would be the same height as <br />them. <br /> <br />Chairperson Nixt asked if he was okay with a deck looking over his yard. <br /> <br />Mr. Kempf stated, he has no problem with that, noting most of the yard work would be close to <br />the fence anyway, i <br /> <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt to recommend that the City <br />Council approve the revised site plan for Alpine Meadows contingent upon compliance with City <br />Staff Review Letter dated August 29, 2003. <br /> <br />Chairperson Nixt.indicated he tends to concur that the resulting changes are good, but he is <br />sympathetic to Ms. Pomeroy's comments. He stated the Planning Commission will always look <br />closely at these, and he does not want frivolous changes made for no reason. <br /> <br />Commissioner Johnson stated he appreciates the concerns raised, but he is okay with the <br />changes, and is willing to accept that the change in the plans was a mistake rather than an attempt <br />to circumvent the Planning Commission and City Council. He feels it is always wise for those in <br />this business to make changes to accommodate the market, and he believes it was an honest <br />mistake. <br /> <br />Commissioner Brauer asked how they prevent this from happening. <br /> <br />Commissioner Johnson stated he feels the City sent a strong message to developers by stopping <br />the construction for a month. <br /> <br />Commissioner Brauer suggested writing stronger language in the developer's agreement to <br />prevent this type oi'thing from happening. <br /> <br />Chairperson Nixt stated after looking at the rendering and the revised sketch, he agrees this <br />design is much better, which is a significant incentive to approve. <br /> <br />Commissioner Shepherd agreed the design is better, but also that they do not want builders to <br />think they can circumvent the process. She stated she does not see this one as an issue. <br /> <br />Commissioner Van Scoy asked if they received a building permit for this plan. <br /> <br />Planning Commission/September 4, 2003 <br /> Page 4 of 20 <br /> <br /> <br />
