We offer the <br />following comments: <br /> <br />1. Zoning: The subject property is zoned R-1 Urban Residential and is permissible for <br /> development with single family residential lots. <br /> <br />General: The site area is approximately 35.1 acres in size. The sketch plan reviewed earlier <br />this year oricnally proposed to develop the site with 58 single family homes. A major element <br />of concern at the time of sketch plan review was the alignment of Sunwood Drive as a collector <br />street and development of private streets to access several of the lots. Proceeding to <br />preliminary plat approval was contingent upon resolution of Sunwood Drive. The preliminary <br />plat submitted for approval has been scaled back to eliminate the need to resolve Sunwood <br />Drive, proposes to plat 13 single family lots, and reserves the remaining property as Out. lot A <br />for future development. The ~'evised preliminary plat also replaces the development of a private <br />dead-end street at the end of Krypton Street N.W. with a through street. <br /> <br />Utilities: Development of the property will require the extension of streets, sewer and water. <br />The developer is proposing to accomplish these improvements as a private project without <br />financial participation on the pan of the City. <br /> <br />Lot Sizes and Dimensions: All Of the lots are adjacent to Wetland 1 i4-P (Ramsey Terrace <br />Pond) and Lots 1 through 7 of Block 2 are subject to the shoreland zoning requirements for <br />which the minimum lot size is 15,000 square feet above ordinary high water and the minimum <br />lot width at the water frontage is 75 feet The structures on these lots will also have to be able <br />to meet a 50 foot setback from the ordinary high water mark. By the information provided on <br />the preliminary plat, it appears that all area and dimension requirements have been met. <br /> <br />Access to Lots: Access to the tots will be provided by an extension of Krypton Street N.W. <br />from Wood Pond Hills into Chestnut Ridge. Preliminary plats previously submitted for <br />approval proposed to end Krypton Street as a cul-de-sac in the plat. As a result of discussions <br />with DNR, it has been determined that it is feasible to extend Krypton Street N.W. as a <br />through street by bridging County Ditch 43 in the vicinity of Lot 6, Block 1 and Lot 7, Block <br />2. <br /> <br /> <br />
