Mr. Thorson indicated a few areas could be expanded. He stated the utility and music rooms are <br />tall bay structures, and it would be hard to put an addition on them. He indicated PACT has not <br />said they ever expect to need to go further than that. <br /> <br />Mr. Linoff stated that while expansion could come about, and the school currently has a waiting <br />list of over 600 students, their intent is to keep the class size down, and to provide the type of <br />education the school wants to provide, they cannot expand much further. <br /> <br />Chairperson Nixt: indicated that the material deviations from TC-3 Guidelines are the FAR, <br />Build-to lines and parking. He stated there are some lesser ones, which Principal Planner <br />Trudgeon reviewed, that are mostly workable, although they may need some findings on them. <br />He does not know if they want to get into defending the three main deviations. <br /> <br />Commissioner Johnson indicated the Planning Commission needs to look and this, and ask <br />themselves if this is what they want in the Town Center. If it is, then the requirements need to be <br />changed to allow it. He agrees the main deviations are too big to work around, and this is the <br />first building. He indicated if the Town Center master developer is comfortable with this, and <br />confident it will not cause them trouble, then the Planning Commission needs to recommend the <br />City Council change the zoning ordinance. <br /> <br />Assistant Community Development Director Tmdgeon stated the RTC is comfortable. <br /> <br />Chairperson Nixt stated then it gets back to comments they would review for a regular site plan, <br />and he really has no issues. He raised the traffic concerns, and just wants to be sure Staff has <br />thought that part out. <br /> <br />Commissioner Van Scoy stated that looking at the architectural differentiation by the parking lot <br />on the west, he wondered if the developers have considered a brick fence. It would give <br />architectural design, provide screening of the parking area, and give the impression of extending <br />the build-to line. He indicated they talked about a monument on the comer; he believes a brick <br />and ironwork fence would give them the look they desire. He stated the entire idea is to make <br />this area look like a traditional town and he thinks that fits. He does not intend that this would <br />replace the brick requirements on the building, but would be an additional design element. <br /> <br />Mr. Thorson stated with the glass, they were proposing clear glass on the north side, but tinted on <br />the east and west side for the classrooms. <br /> <br />Chairperson Nixt asked if they met the 60% clear requirements. <br /> <br />Assistant Community Development Director Trudgeon stated they do on two sides, but the <br />problem area is on the east side by the tot lot. He indicated it is quite a distance from the lot line, <br />and there are things in the way, so they felt it was not real important that they reach the 60%. <br /> <br />Chairperson Nixt stated he would be okay with having findings allowing tinted glass. <br /> <br />Planning Commission/September 15, 2003 <br /> Page 8 of 10 <br /> <br /> <br />
