Assistant City Administrator Nelson replied that that was possible, but it does offer time for a
work session.

Councilmember Zimmerman recommended that they start the meetings at 6:00 p.m. to allow
people time to eat before the meeting.

Mayor Gamec recommended that the budget include some money to allow for meals if they do
start a meeting at 5:30 p.m. otherwise they should try and start the meetings at 6:00 p.m. or 6:30
p.m.

Assistant City Administrator Nelson reviewed the remainder of the Mayor Council budget.

Councilmember I~urak inquired as to why the Council mileage reimbursement went up in 2003.

Assistant City Administrator Nelson explained that staff budgeted additional funds to cover
mileage for all Councilmembers if they all drove up to the league conference and turned in their
mileage for reimbursement.

Finance Officer Lund inquired as to what the Council intended on doing with the North Metro
Chamber of Comraerce contribution.

Mayor Gamec replied that he would like to work on having better communication with the North
Metro Chamber of Commerce.

Councilmember Etvig stated that he thought they should pull the funds from the North Metro
Chamber of Commerce especially since they attack the City's credibility without having one
conversation with someone from the City.

Consensus of the Council was to direct staff to designate the amount for the North Metro
Chamber of Commerce into the Council contingency fund that will not be paid out unless the
Council approves the payment.

Councilmember Zimmerman inquired as to what the City would lose by not joining the League
of Minnesota Cities.

Assistant City Administrator Nelson replied that the League of Minnesota Cities is a tremendous
resource to staff for legal, and personnel issues. She emphasized that it would be a very difficult
loss for staff.

Assistant City Administrator Nelson reviewed the Commission budgets noting that the budget
did not change significantly.

Councilmember Elvig inquired if there was still a need for a Horse Commission.

City Council Work Session/October 1, 2003
Page 2 of 8
