CASE <br /> <br />STATUS R~EPORT: CASE OF DALLES R.V. SITE IMPROVEMENTS AND <br /> FINANCIAL GUARANTEE REQUIREMENTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: r <br /> <br />As you recall, an February 22, 1994, Dalles Notermann of Dalles R.V. approached the City <br />Council requestibg an extension to install site improvements and a waiver to providing the City <br />with a financial g[uarantee ensuring the installation of the required site improvements. <br /> <br />At that time, the ~ity Council was agreeable to a time extension to install the site improvements b,u,t <br />declined to waiv~e the financial guarantee requirement. Mr. Notermann then accepted Council s <br />offer that he mee,[, with City Staff review the possibility of scaling back his site plan so as to reduce <br />the amount of required site improvements and related financial guarantee. <br /> <br />City Staff was alio directed to reinspect the improvements installed to date to verify the amount of <br />the financial guar~ ntee that should be in place. <br /> <br />Observations: <br /> <br />City Staff met width Mr. Notermann at his facility on March 28. He indicated that he did not want <br />to scale back the ~roposed size of his sales operation and he would provide a financial guarantee in <br />accordance with ~2ity Code. City Engineer Jankowski placed a dollar value on the improvements <br />installed to date fand City Staff is recommending that the financial guarantee be reduced from <br />$47,868.00 to $31,618.00. <br /> <br />As mentioned at f~he February 22, 1994 City Council meeting, Staff feels an extension to October <br />of 1996 is an appropriate timeline for the installation bf the balance of the required site <br />improvements. ~l'he basis for this opinion is that the new B-3 Highway Business District <br />regulations are re~luiring all non-conforming sites to install their required pavement and curbing by <br />January 1, 1997, pnless an extension is granted by City Council. <br />A copy of Staff's letter dated March 30, 1994 to Dalles Notermann is enclosed for your <br />information. Theileuer confn'ms the results of the meeting with Dallas on March 28. <br /> <br />Recommendation: <br /> <br />City Staff recommends Council conf'rrmation of the agreement negotiated with Dalles Notermann. <br /> <br /> Council ~Action: <br /> <br />Motion to:; <br />Grant Mr.!Dallas Notermann an extension to October 30, 1996 to install the required site <br />improvements at Dalllas R.V. contingent upon providing the financial guarantee in <br />accordanc~ with City Code.
