14. That the proposed use will not substantially adversely impair the use, enjoyment, or market value of any surrounding property. 15. That the proposed use will be operated and maintained so as to be l~armonious and appropriate in appearance with the existing or intended character of the general vicinity, and that such use will not change the essential character of the area. 16. That the proposed use wilt not be hazardous or disturbing to existing or future neighboring LISeS. 17. That the proposed use will be a substantial improvement to property in the immediate vicinity and to the community as a whole. 18. That the proposed use will not be served adequately by public facilities and services such as highways and streets. 19. That the proposed use will not create excessive additional requirements at public cost for public facilities and services, and it will not be detrimental to the economic welfare of the community. 20. That the proposed use will not involve uses, activities, processes, materials, and equipment and conditions of operation that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic noise, smoke, fumes, glare, or odors. 21. 22.
