Fire Chief Kapler stated Mr. Sharp's letter is true, though he believes sprinkler systems are <br />necessary. He asked that the City does not change the code for the benefit of the City. <br />Councilmember McGlone asked Fire Chief Kapler is the City is bound to enforce all the State <br />Codes because the City adopted them by ordinance. He stated he believes the City cannot <br />deviate from that. He asked if fire suppression needed and designed toward occupancy load <br />Fire Chief Kapler explained fire suppression is needed for certain kinds of occupancies. He <br />noted code revisions are adopted by ordinance. This code has been in effect a long time. <br />City Attorney Goodrich stated Anoka County adopted the State Code. The City was bound to <br />adopt the code because the County did. The City cannot unadopt it; it is mandated throughout <br />the Seven - County Metro Area. <br />Fire Marshall Kohner pointed out the buildings can be restricted in size to less than 2000 square <br />feet and then fire suppression is not needed. The buildings must be separated by a predetermined <br />number of feet. He also noted all the surrounding communities have adopted Section 1306. Mr. <br />Sharp will be faced with the same scenario in surrounding communities. He noted there have <br />been storage units built within the last six months in Blaine and Coon Rapids. It is expensive, <br />but it is being done. <br />Councilmember McGlone questioned whether Elk River has adopted Section 1306. <br />Fire Marshall Kohner answered they are outside the metro area, and have not adopted Section <br />1306. <br />2) Western Municipal Center Exit Doors: Proposed Double Doors <br />Planning Intern Brama explained the staff report. <br />Mayor Ramsey indicated that door is not centered in the opening currently. He said the frame <br />could be moved about a foot. He said this is an issue when it gets busy. <br />Councilmember Backous stated this is not a necessity and he preferred to wait. <br />Mayor Ramsey suggested staff research to see what this could cost. <br />Councilmember Wise agreed, and added that this could be an improvement to be made in the <br />future. <br />City Administrator Ulrich suggested the Council look at modifications when the rail station is <br />added. <br />Consensus was reached to table this item. <br />3) Councilmember Jeffrey's Resignation <br />City Council Work Session / May 31, 2011 <br />Page 2 of 4 <br />
