CASE AWARD 153/155 ENGINEERING CONTRACT TO RLK FOR DESIGN SERVICES By: Steven Jankowski, City Engineer Background: At the July 26, 1994 meeting, the City Council received a feasibility report from RLK Associates In;c. concerning the alignment for 153/155 Avenue N.W. between Variolite Street N.W. ~nd Armstrong Boulevard N.W. At this meeting, three alternatives were discussed andl the Council selected Alternative C, an alternative which totally avoided any filling of Wet~and ! ! 1. At that meeting, the City Council directed me to negotiate a contract with RLK for!design services to prepare for the consn'uction of the roadway. Attached is ap proposal from RLK Associates for services which would include design through construction. I have reviewed the proposal and find the scope of work to be appropriate add the associated costs reasonable. It is the City'~ intention to proceed with Task ! through 3 at this time, which include all tasks necessaU, to bring the project up to the bidding stage. Included in this work will be obtaining all ~ermits associated with the work and completion of plans and specifications. ~Also includcdin this work scope will be some public involvement meetings to allow for design adjustments. The attached!proposal does provide costs for taking the project through construction. Tasks 4 andiS, however, would not be undertaken until the construction could be scheduled in 6. ur Capital improvements schedule. This may not occur until the year 1996. Recommendation: Staff recommends that Council authorize acceptance of the proposal and directing RLK Associates In~. to initiate and complete Tasks 1 through 3. Council Action: Motion to au.,thorize acceptance of the proposal from RLK Associates Inc. for design services and direct RLKto isitiate and complete Tasks 1 through 3. City Administrator -~ ........
