g. The City Forester/Tree Inspector will conduct follow-up site ;nspections for <br />enforcement of the Tree Consen, ation Policy and Disease Control Plan in conjunction with <br />the City Code. Before any building construction takes place, fencing shall be placed <br />around the borders of the woodlots and the drip lines of significant trees to be preserved. <br />Signs shall be placed along this fence line prohibiting grading beyond the fence line. <br />Compliance to these conditions will be verified by City Staff review of the appropriate <br />plans prior to building construction. <br /> <br />5 <br /> <br /> 9. The developer shall be responsible for providing all builders, contractors, <br />and homeowners with a copy of her/his Tree Protection Plan. <br /> <br /> 10. Builders and contractors shall comply wit)) the Tree Protection Plan <br />including all protection zones of specimen or significant trees. Builders shall post tree <br />protection plan along side the building permit, <br /> <br />V..Required Escrows and Planting Compensation <br />As compensation for trees cut during development and construction, the developer and <br />contractor/builder shall comply with one of the following two options. <br /> <br />A. Cash Payments <br /> l. The developer shall be required to escrow an amount per lot to be <br />determined by the City Staff based on significant or specimen trees to be protected. The <br />escrow shall be released only after all developer, contractor, and builder construction is <br />complete. <br /> <br /> 2. In addition, the developer shall contribute to the City Reforestation Fund an <br />amount per acre to be determined by the City Staff based on the quantity and quality of <br />significant and specimen trees scheduled to be removed by any part of the developer's <br />construction in the tree protection plan. The calculation.sh...all not exceed 20 significant or <br />specimen trees per acre. <br /> <br /> 3. The developer shall be required to replace an), tree within the tree protection <br />zone which is impacted as a result of any encroachment into tree protection zones. <br />Impacted trees which cannot be immediately replaced shall require an escrow from the <br />developer in the amount of $200 per tree before any building permit shall be issued. In <br />addition, the developer may be required to remove any dead or dying trees. <br /> <br /> 4. The builder or contractor shall be required to replace any tree within the tree <br />protection zones which is impacted as a result of any encroachment into tree protection <br />zones. Impacted trees which cannot be immediately replaced shall require an escrow from <br />the developer or contractor in the amount of $200 per tree before the Certificate of <br />Occupancy will be issued. In addition, the builder or contractor may be required to remove <br />any dead or dying trees. <br /> <br /> 5. Any trees required to be planted shall be replaced if they die or appear to be <br />in decline within one (l) year of planting by the person responsible for the planting. In <br />addition, thc responsible parry may be required to remove the declining or dead tree. <br /> <br /> 6. An), required tree planting shall be singly Or in combination a minimum of <br />two-and-one-half (2 1/2") inches in diameter if deciduous or five (5') feet in height if <br />coniferous per nursery standard measurements. Tree replacements shall be varied in <br />species, shall prefer the use of species native to the A~oka Sand Plain, Big Woods, and <br />Savanna regions of Minnesota, and shall comply with current city staff, consultant and <br />DNR District Forester species recommendations. The trees shall be planted in close <br />proximity to the lost trees unless otherwise specified by City Staff. <br /> <br /> <br />
