Councilmembcr introduced the following r¢~lution and moved for its adoption: RESOLUTION RESOLUTION ~2ALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENT PRO,IECT ~t94-(}7 (SEALCOAT AND CRACK FILL ALPACA ESTATES 3RD ADDITIOrq) WHEREA~, by a resolution passed by the City Council on September 27, 1994, the City Administrator was ~lirecled to prepare a proposed assessment of the cost of improvements to Alpaca Eslalcs 3rd Addition; and ~ WHEREAS, the City Administrator has notified the City Council that such proposed assessment has been completediand filed in his office for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOVA COUNTY, STATE OF MINNESOTA, as follows: 1) That a pubIic hearing shall be held on October 11, 1994 at 7:00 p.m. at the Ramsey Municipal Cenlcr, to p~ss upon such proposed assessment and at such time and place all persons owning property afl{clod by such ~mprovemcm wdl be g~ven an opportunity mbc heard with reference lo such assessment. 2) 3) That the Ciiy Administrator is hereby directed to cause a notice of thc public hearing on the proposed asaessment to be published once in the official newspaper at least two weeks prior to the hearing, and~ he shall state in the notice the total cost of thc improvement. He shall also cause mailed notic~ to be given to thc owner of each parcel described in Ihe assessmcm roll not less than two weeks pl'ior to thc hearings. That the owdcr of any property so assessed may, at any time prior to certification of thc assessment by the Courtly Auditor, pay the whole of the assessment of such property, with interest accrued to the date of pOyment to the City, except that no interest shall be charged if the entire assessment is paid within 30 days from thc adoption of the assessment. The owner may at any time, thereafter, pay to the OJty the entire amount of thc assessment remaining unpaid, with interest accrued to December 3i of the year in which such payment is made. Such payment must be made before November 1~ or interest will be charged through December 3i of thc succeeding year.
