Councilmember ~ introduced thc following resolution and moved for its adoption: ~ RESOLUTION g94-09-. RESOLUTION C~ALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMEN'~' PROJECT tO4-08 (SEALCOAT AND CRACK FILL HUNTERS HILL ADDITION) ~ WHEREA~I, by a resolution passed by the City Council on September 27, 1994, the City Administrator was directed to prepare a propo~d assessment of the cost of improvements to Hunters Hill Addition; and WHEREASt the City Administrator has notified thc Cily Council that such proposed assessment has been completed .and filed in his office for public inspection. NOW THEREFO~RE,~BE__ IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOVA COUNTY, STATE OF MINNESOTA, as follows: 1) That a publi6 hearing shall be held on October I1, 1994 at 7:00 p.m. at the Ramsey Municipal Center, to p~ss up,,o,n such proposed assessment and at such time and place all persons owning property affeOted b) such improvcmenl will be given an opportunity Io bc heard wilh rcfcrcnce to such assessment. 2) That the City Administrator is hereby directed to cause a notice of thc public hearing on the proposed asM}ssmcnt to be published once in the official newspaper at least two weeks prior to the hearing, and ~ne shall state in the notice the total cost of thc improvement. He shall also cause mailed noticefto be given to the owner of each parcel described in the assessmenl roll not less than two weeks prior to the hearings. 3) That the own~;r of any property so assessed may, at any time prior to certification of the assessment by the Count3 Auditor, pay the whole of the assessment of such property, with interest accrued to the date of pa ,ment to the City, except that no interest shall be charged if the entire assessment is paid within 31 days from the adoption of the assessment. The owner may at an3' time, thereafter, pay to the Ci y the entire amount of thc assessment remaining unpaid, with interest accrued to December 31 of thc year in which such payment is made. ~.Such payment must be made bcforc November 15 >r interest will be charged through December 31 of the succeeding year. The motion for the adoption of thc foregoing resolution was duly seconded by Councilmember and upon vote being t~ken thereon, the following voted in favor thereof: and the following vot~ against the same: and the following were absent: and thc following abstained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 27th day of September, 1994.
