1980 CONIPREI-IENSIVE PLAN <br /> <br />The 1980 Comprehensive Plan was pubhshed in response to the Metropolitan Land Pla,~uing <br />Act of 1976, which required all municipalities in the Twin Cities metropolitan area to prepare <br />new or revise existing comprehensive plans. <br /> <br />IDENWrIFIED ISSUES <br /> <br />Thoroughfares: <br /> <br />Major thoroughfare-related, transportation planning issues addressed in the 1980 <br />Comprehensive Plan included the follo~sng: <br /> <br />Lack of adequate east/west roads in Ramsey. County Road (CR) 63 (Green Valley <br />Road and 175th Avenue), Industry Avenue, and Trunk Highway (TH) 10 were <br />identified as the only three east/west roads. The Plan commented on the lack of CR <br />63 continuity and its indirect east/west routing. <br /> <br />Capacity constraints were identified on TH 47, a north/south road near the eastern <br />edge of the City. The "S" shaped curve by the Burlington NortAern Railroad right-of- <br />way was cited as the cause of the capacity constraint. <br /> <br />Four TH 10 issues were identified: <br /> Absence of service (frontage) roads along TH 10 <br /> Absence of collector roads south of TH 10 to serve the area between TH 10 and <br /> the Mississippi River <br /> Excessive number of uncontrolled access drives onto TH 10, which have been <br /> the sites of traffic accidenta, including several fatalities <br /> Need for more ex%ensive traffic signalization on TH 10 <br /> <br />Location of environmentally sensitive areas (wetlands) throughout the City, which <br />inhibit continuous and direct road alignments. It was mentioned in the Plan that <br />where streams or rivers are to be crossed, bridges should be designed so as to allow <br />enough clearance for trails to pass beneath them. <br /> <br />Constructing surfaces (bituminous or concrete) for subdivision streets was not required <br />just prior to the Plan's preparation in 1980.
