Council voted to table any action on the toll bridge concept until a later date at which time the City of Dayton has come to some type of consensus regarding such bridge. Council approved the site plan for the ParaBody expansion contingent upon the applicant modifying the site plan to reflect the use of bituminous berm on the west loading driveway and submittal of an acceptable erosion control plan. Execute development permit. During a Council Workshop, it was suggested that the Planning and Zoning Commission should discuss an architectural review ordinance. It was the consensus of the Commission that the City should establish some guidelines to regulate accessory apartments in the City. On the next regular Horse Care Board agenda, include a case by Harvey Wibeto regarding proposed minimum standards for horse shelters and fencing. With regard to preliminary plat approval of Sunfish Square, the P&Z voted to recommend that City Council grant preliminary plat approval contingent upon compliance with City Staff Review Letter dated 9/30/93, consideration of Anoka County Highway Department recommendations, resolution of the recommendation for sidewalks in the plat. Prior review by the Park and Rec Commission and that the P&Z see the final plat with all the necessary grading documents bef0r~ it goes to City Council. Draft an ordinance for the P&Z Commission*s consideration to modify the building permit application on 2-1/2 acres or less to require a Certificate of Survey. The case entitled "Consider ordinance to reduce thoroughfare setbacks" was tabled until Anoka County finalizes their amended policy. The P&Z Commission directed Staff to produce documents and specific references to changes in the Transportation Plan exhibit (#11) of the Comprehensive Plan since 1986. The P&Z Commission recommended that City Council approve the amended Comprehensive Plan with notes to the errors in the Transportation Plan and including the last properly approved Transportation Plan for the City of Ramsey in that 'document. Also correct the typos pointed ou[ by Chairperson Bawden regarding page I, paragraph 3, and also in Table 2. Execute Resolution g03-12-294 (Zimmerman/Beyer/all) accepting the Findings of Fact #0350, as amended, relating to IPS request for a CUP to establish and operate a compost facility.
