Section 9.50.57 is hereby repealed and mended to rclK:l ~ follows: <br /> <br /> Subd, I. All sidewalks and pedestrian ways required by thc City shall be <br />constructed of a four inch concrete placed on a four inch (4") gravel base. C_rrades sh~ll be <br />as approved by the City Engineer. Sidewalks shall be placed in thc public right-of-way <br />one foot f'mm the property line and shall be a width designated by the City. <br /> <br /> Subd. 2. Construction of traitways All accessible <br />bikeway/walkway trailways shall be consn-ucted of a minimum two inch (2") bituminous <br />mat on a two inch (2") gravel base. Grades and specifications shall be as approved by the <br />City Engineer. All paved trailways shall be of an eight foot (8') width with two foot (2') <br />[marled shoulders. All horse and wilderness trailways shall be graded to a mir~imum four <br />foot (4') width and surfaced as determined by the Park and Recreation Commission. <br /> <br />SECTION 2. ORDINANCE SUMMARY FOR PUBLICATION <br /> <br />The following is the official summary of Ordinance ~/93-01, which has been approved by <br />thc City Council of the C'/ty of Ramsey as clearly informing the public of the intent and <br />effect of the ordinance: <br /> <br />Section 9.02 Definitions: Add a definition for "Parcel". "Domestic Sewage" and <br />"Non-Domestic Sewage (Process Waste Water)"; eliminate the definition for "Process <br />Waste Water". <br /> <br />Section 9.21.23 B.3 Highway Business District: This entire section was <br />rewritten to amend the permitted uses to include the following conditional uses: enclosed <br />retail and rental activity, offices, banks, personal and professional services, drive-in and <br />convenience, fast food establishments, commercial car washes, gas stat/on, truck stop, and <br />motor vehicle repair, convenience store with gasoline. Amend the standards to include <br />those items listed as criteria for concI/rional uses. Amend .accessory uses to include open <br />and outdoor storage, service, sales, display or rental. Amend to establish a minimum <br />sm.ndard for site improvements and for all properties to be in compliance with same by <br />January i, 1994 <br /> <br />Section 9.50.37 Park and Open Space Dedication: Amend to establish a priority <br />policy for park dedication as being neighborhood parks, trails, community parks, multi- <br />jurisdictional parks, in that order. Eliminate credit to developers for trail right-of-way <br />given. Require developer to provide surfaced off-street parking for parks. <br /> <br />Section 9.50.50 Construction of Improvements: Amend to require a park and <br />trail development plan as part of subdivision approval and to require the development of <br />s~rne as a part of the Stage I improvements. Amend to require a street light construction <br />plan as part of the subdivision approval and the installation of same to be included in the <br />Stage I improvements. Amend to establish a procedure whereby a request for City <br />pardc/pat/on in the cost of improvements in a residential or non-residential development <br />shall be determined by CiD, Council on a case by case basis and that the cost of overs~ng <br />infrastructure shall be eligible for funding by the CID,. Amend so that the 15% financial <br />guarantee required of the developer shall only apply to City awarded improvement projects <br />and add language to require a.financial guarantee from the developer in an amount equal to <br />125% of the cost of the improvements in non-City awarded improvement projects. <br /> <br />Section 9.50.57 Construction of Traitways: Amend to establish construction <br />standards for bikeway/walkway trails versus horse or wilderness trails. <br /> <br /> <br />
