CASE

REVIEW

REQUEST FROM RAMSEY LIONS CLUB REGARDING NUMBER OF
,~SITES ALLOWABLE FOR LAWFUL GAMBLING
By: Jessie L. Hart, Finance Officer

Background:

Attached is a copy of a letter received from the Ramsey Lions Club. They are requesting an
"exemption" from ~he limitation of the number of licensed lawful gambling sites. They are asking
that their organization be allowed to operate up to seven (7) locations within the City of Ramsey.
They state that thig is a "win-win" situation for Ramsey and the Dons Club. The additional profits
for the Lions would enable them to increase the lawful purpose donations in the community and
also increase the a~ount pa_id to the City.

The Lawful Gam~bling Ordinance as it currently exists limits the number of licensed lawful
gambling site that imy one organization can have in the City of Ramsey to three (3). While changes
to the current ordinance are being explored, this is not an area that had been addressed, or
requested to be ar~ressed until recently. The Lawful Gambling Task Force has not addressed this
particular request I~ut, depending on the outcome tonight, will consider exploring this area further
as recommended changes to the Lawful Gambling Ordinance are made.

While staff also b,lieves this to be a good situation monetarily for both the Lions and the City, the
F~nance Comrmtte~ should seriously consider where these other locanons will be and whether or
not the City shoul~allow lawful gambling at this many sites by one organization. The Lions have
made no indicatioh as to the location of these additional sites, although I believe they could include
off-sale liquor establishments. It is also staffs position that if this "exception" is allowed, we could
very likely see the ~ame types of requests from other organizations in the City.

Committee ActiOn:

Based on discussion.

Reviewed By:

Finance Officer
City Administrator

FC: 1/18/94

4q
