City Engineer Sankowski stated that from a pragnuttic standpoint centraliz~ sewer and <br />water ar~ superior to a septic system, as the septic system has a limited life and will <br />eventuallyfail.~. <br />Couneilmem~r Peterson inquired whether City would require replacement. <br />Mr. Jankows~ advised that it is the current policy to require replacement of septic systems <br />when failure be, curs. <br /> <br />Councilmcm.ber Peterson inquired of the septic system projected lifetime if Mr. Dom had <br />two possible kites for the septic system. <br /> <br />Mr. Jankowski stated it should last at least 20~30 years. <br /> <br />Councilmem~r Hardin inquired who would be responsible to pay for sewer and water <br />when expansEn reaches this development. <br /> <br />Mr. Dom stat~t they probably are assessed like everyone else, <br />Mr. Jankows~ stated that when less development is allowed the cost of sewer and water is <br />going to be h~h, and he questioned whether the residents would be able to afford it. <br /> <br />Mr. Dom start, d that there are also 23 single family homes, all expensive, and he felt that <br />they could afford it. He added that there are two adjacent neighborhoods that would benefit <br />also. <br /> <br />Councilmem ~(:L~r Beyer noted that it will take at least 30 years for MUSA to get that far. <br /> <br />Councilmeml~er Hardin felt the request should be tabled until the City can set up standards <br />for future reqfiests. <br /> <br />Councilmember Beyer felt tabling was unnecessary as Mr. Dom is only asking for <br />conceptual ap~oval. <br /> <br />Councilmember Zimmerman stated he was reluctant to grant approval. He stated <br />everybody shqjuld be treated alike, and he felt the City should stay with the 4 in 40 policy. <br /> <br />Councilmember Hardin stated he did not object to the concept but that he was not ready to <br />approve at this time. <br /> <br />Motion by Co~ancilmember Hardin and seconded by Mayor Gilbertson to table sketch plan <br />approval for Tpwnhouses of Rum River Hills until Staff could set up guidelines for making <br />exceptions to ~e 4 in 40 policy. <br /> <br />Further Discussion: Councilmember Beyer felt the Ramsey Planning Commission should <br />be involved in[ this process. Mayor Gilbert.son directed Staff to send another letter to The <br />Metropolitan ~, ouncil outlining the circumstances of this request and inquire whether there <br />is any.way 6f~ approving the request without endangering Ramsey's future MUSA <br />expansaon. <br /> <br />Motion carried.
