Ramsey Land Use/Transportation Corridor <br /> 4/18/94 page 3 <br /> <br />Figure 1: ~ 47/Thurston Avenue Connection <br /> <br />Thurston Ave.~ue is proposed to be extended east while still located in the city ofAnoka. A <br />new intersection with Co. Rd. 116 would be built approximately 500 feet west of the existing <br />intersection o~TH 47 and Co. Rd. 116. Thurston Avenue would be located on the east side of <br />the wetland ~ neighborhood access would be maintained to the Flintwood Hills <br /> r <br />neighborhood~ Thurston Avenue would be extended north to intersect with TH 47 in the <br />vicinity of 142~ad Avenue. <br /> <br />The opportunity to have TH 47 connect directly to Highway 10 via Thurston Avenue, with a <br />grade-separate[d crossing of the railroad, warrants further consideration. Additional <br />transportation improvements are proposed at the comer of Nowthen Boulevard and TH 47. <br />Access will be imaintained to the existing commercial/retail structures at Co. Rd. 116 and TH <br />47. IfThurstcn Avenue became the major transportation route, it would most likely be <br />designated TIq;47: the existing TH 47 south of Co. Rd. 116 in the City of Anoka would be <br />"tumbacked" y the State of Minnesota, and become a local collector roadway.. <br /> <br />Land use surrc}unding in the TH 47/Co. Rd. 116 intersection is proposed to remain consistent <br />with the neighi~orhood commercial designation. The neighborhood commercial acreage will be <br />expanded to tl~e Nowthen/TH 47 intersection. The opportunity to estabIish clear delineation <br />between res~dant~al, and commercial land use should be considered. In addition the historic city <br />hall should be !eiocated and the potential for a city center district evaluated. <br /> <br />Figure 2: Th~ No-Bridge Scenario <br /> <br />The forest preserve is designated High Density Residential and Commercial in this scenario. <br />Medium Densi~ Residential and Commercial areas are desienated at the Ramsey/Hwy. 10 <br /> 'l~e Commercial designation follows Hwy. 10~east. North of this is designated <br />intersection. <br />Industrial, witll I--Iigh Density Residential and Open Space north of that. The remainder of the <br />study area is d~signated Single Family Residential. <br /> <br />Figure 3: ElkiRiver Connection <br /> <br />Figure 3 illust?~ates a possible east-west roadway connection with the City of Elk River. The <br />existing 17.~rd.!Street--- would be improved and emended into the City of Elk River. The <br />wor~ng group, is also proposing that Jarvis Street be improved and extended jointly by the <br />Cities ofElk P4v~ er and Ramsey. <br /> <br />The working ~oup is proposing that the land use in this area be'predominately single family <br />residential. A -~hght possibility may exist for a small neighborhood commercial center <br />depending on ~ea development patterns. <br /> <br /> <br />
