Proposa! To Provide c',-, ...... *,,,- .,'Xlsppin§ Services

Dear Ryan and Jim:

Enclosed please find our proposal to provide computer mapping services to tile City of Ramsey. The
purpose of this proposal is threefold: l. to review our findings of GIS mapping services provided by
Anoka County; 2. to describe the general framework for providing the City with comprehensive
AutoCad mapping services; and 3. to specifically describe our proposal for providing base, tree
inventory and wetland maps to the City.

Several questions were raised by City staff at our last meeting regarding the computer mapping
proposal. The essence of these questions were related to Anoka County's ability to provide the City
with similar services, and whether an AutoCad format was compatible with the County's GIS system.
In summary, we have determined that the AutoCad format is compatible with the County's GIS
system. The County provides similar computer mapping services, but at a rate nearly twice the
amount proposed by RLK Associates.

1. Our understanding of Anoka County's mapping services

The following is a summary of issues associated with the County's GIS system and the computer
mapping needs of the City of Ramsey.

First, all important mapping information exists with the county GtS operator. This information
includes city parcels, city roads, and city water systems. Included with the mapping is as-built
information and legal property descriptions. This information is relatively inexpensive to obtain
digitally, and ready to run with the appropriate system.

Second, the soPtware used by the County is Arclnfo, a coordinate-based system compatible with
AutoCad. Arclnfo saves its information as entities which AutoCad recognizes, and vise-versa so long
as the entities are not sloppily entered. RLK is well-equipped to handle information inserting with a
48" x 62" table-size digitizer board necessary for inserting paper information into computer mapping.

Third, the County has tile ability to perform similar computer mapping services for the City of
Ramsey. However the work does not come inexpensively. For the City to use the County GIS
operator, the b!ll~¢,~ r_ate s $50.0(lan hour. which js typical for fully-trained GIS people.
