5. Review and process grading permits, building permit review, etc. <br />6. Assist with the development of the capital improvements program. <br />7. Assist with development of street maintenance program and budget. <br />8. Attend and participate in meetings with City Council, Planning and Zoning <br />Commission, Park and Recreation Commission, developers and residents as directed by <br />the Public Works Director Principal City Engineer. <br />B. Supervise the overall design, planning and management of improvement projects <br />1. Provide plan review coordination and management of private development projects. <br />2. Provide oversight and management of City projects including inspections in private and <br />public projects <br />3. Coordinate and attend all bid openings and preconstruction meetings <br />4. Ensure completion of improvements conducted by private developers as specified in <br />development contracts. <br />5. Remain up -to -date on all specifications, regulations, codes, construction practices and <br />generally accepted engineering standards. <br />6. Facilitate and negotiate contracts and agreements with vendors and consultants for the <br />benefit of the City. <br />C. Lead efforts to fully utilize Geographic Information• Services in support of department <br />objectives. <br />1. Direct and oversee the integration of our GIS system with the infrastructure as-builts. <br />2. Assist in the preparation of assessment roles and the administration of the assessment <br />process. <br />3. Ensure engineering information is adequately managed through files, microfilm, record <br />plans and records management software. <br />D. Supervise the engineering technicians in their performance of tasks related to commercial and <br />residential inspections. <br />1. Provide work direction to engineering technicians <br />2. Prepare and present staff reports to city council, boards and commissions and committees, <br />as directed by the Public Works Director. <br />3. Evaluate work procedures for efficiency and effectiveness, ctiveness, as needed. <br />4. Document and evaluate employee performance and assist with employee development as <br />needed. <br />5. Keep the Public Works Director promptly informed of all matters of importance as they <br />relate to public works and engineering inspections and recommend action where <br />necessary. <br />6. Ensure interdepartmental interdivisional cooperation on projects <br />E. Implementation of communication plan to inform residents of on going projects. <br />1. Coordinate and attend informational meetings regarding various improvement projects. <br />2. Provide information to residents during initial survey and other information gathering <br />work. <br />3.
