Motion by Commissioner Bawden and seconded by Commissioner Deemer t° recommend <br />that City Council approve Anoka County's request for a conditional use permit to construct <br />and maintain an emergency radio receiver tower. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen, LaDue and Terry. Voting No: None. <br /> <br />Case /13: Review Establishment Of Information Required On Certificate <br /> Of Survey: <br /> <br />Mr. Banwart stated that in his research, he has found that what the City is proposing to <br />require on certificates of survey is comparable to what other cities are requiring. Mr. <br />Banwart noted that the proposed certificate of survey requirements applies to new principal <br />stmctures. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to amend the <br />proposed policy title to "Information Required On Certificates Of Survey For New <br />Principal Structures In The MUSA Area". <br /> <br />Further Discussion: Commissioner Deemer stated that a less stringent policy should be <br />drafted for the rural area. Mr. Banwart stated that the idea of creating separate requirements <br />for certificates of survey for MUSA and rural areas has been explored but the only <br />difference in the two would be locating the on-site septic system and drainfield. Mr. <br />Banwart noted that the lack of information on file is a problem and there are more problems <br />in the rural area than in the MUSA area. Commissioner Deemer stated that if there is no <br />data available to begin with, the cost to supply the information proposed to be required <br />could be much greater than what was quoted by the various survey companies. Chairman <br />Zimmerman stated that the cost to provide the required information will be much higher if <br />there are no permanent bench marks to start from; the workability of what is being <br />proposed is contingent upon Council's willingness to have permanent bench marks <br />established throughout the City. <br /> <br />Commissioners Deemer and LaDue withdrew their motion. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Terry to proceed <br />with Case #4, Establishment Of Permanent Bench Marks, at this time. Refer to page 6 for <br />further action. <br /> <br />Case /14: Establishment Of Permanent Bench Marks In The City Of <br /> Ramsey: <br /> <br />The Commission reviewed a letter from James Winter of Hakanson Anderson dated April <br />3, 1990 regarding costs to establish 50 permanent bench marks in Ramsey. City Staff <br />directed Mark Banwart to verify with Hakanson Anderson whether or not 350 pieces of <br />aluminum for 50 bench marks is accurate. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to <br />recommend that City Council authorize the establishment of 50 permanent bench marks in <br />the City of Ramsey. <br /> <br />Planning and Zoning Commission/April 3, 1990 <br /> Page 5 of 10 <br /> <br /> <br />
