Case #4: Request For Sketch Plan Review Of Boike Addition; Case of <br /> Sylvester Brothers Development Company: <br /> <br />Mr. John Boros was present representing Sylvester Brothers and requesting a minor <br />subdivision consisting of two lots on approximately 37 acres located generally west of <br />Alpaca Estates 3rd Addition. Mr. Sylvester, the seller of the property, and Mr. Boike, the <br />purchaser, were also present. <br /> <br />The Commission proceeded to review the City Engineer's report dated April 24, 1990. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to approve the <br />sketch plan for Boike Addition and recommend that the developer proceed to the City <br />Council for final plat approval contingent upon compliance with items contained in the City <br />Engineer's report dated April 24, 1990. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Bawden, Deemer, Terry and Thorud. Voting No: None. <br /> <br />Case #5: Discussion Of Declassifying MSA Designation To Dysprosium <br /> Street N.W. In Flintwood Hills P.U.D.: <br /> <br />On March 6, 1990, the Planning and Zoning Commission initiated a case to discuss the <br />possibility of declassifying the MSA designation of Dysprosium Street N.W. in Flintwood <br />Hills PUD. The Commission proceeded to review the City Engineer's report dated March <br />29, 1990. That report indicated that if the City were to declassify Dysprosium Street, it <br />would have to reimburse the State for the remaining life of the street which is <br />approximately $230,000. <br /> <br />Commissioner Deemer stated that he initiated this discussion as it relates to the City's <br />assessment policy. Commissioner Deemer explained that because of situations where <br />residents impact the design of through streets, the City's assessment policy should require <br />resident participation in the cost of constructing and maintaining MSA roads. <br /> <br />Planning Assistant Frolik stated that there is some resident participation in the cost of MSA <br />roads and she will provide the Commission with that information. <br /> <br />Motion by Commissioner Bawden and seconded by Commissioner Deemer to recommend <br />that Dysposium Street N.W. in the Flintwood Hills P.U.D. remain on the City's MSA <br />system. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Bawden, Deemer, Terry and Thomd.
