November 8, 1990 and will then proceed to City Council for f'mal plat approval.

Commissioner Deemer noted that the resubdivision of Lot 1, Block 1 will result in one of the lots
having an accessory structure on it prior to any construction of a principal structure. City Code
requires that no accessory structure shall be constructed on a lot prior to the principal structure.

The Commission proceeded to review the City Engineer's report dated November 1, 1990. It was
noted that there was a typographical error in the City Engineer's report and that the property to the
north of the subject's subdivision is zoned B 1 Business.

Motion by Commissioner Terry and seconded by Commissioner Deemer to approve the sketch
plan and recommend City Council final plat approval of Jenson Addition contingent upon
compliance with the Park and Recreation Commission's recommendation for park dedication and
satisfactory reviews from DNR, EQB and Metro Council.

Further Discussion. It was noted that this recommendation for approval is granting a variance for
the accessory structure to be located on a lot without a principal structure.

Motion carried. Voting Yes: Vice-Chtfirman Hendriksen, Commissioners LaDue, Bawden,
Deemer, Terry and Thorud. Voting No: None. Absent: Chairman Zimmerman.

Case # 2: Request for Site Plan Review: Case of Jim Charest, Egan Oil Co.

Mr. Jim Charest, representing Egan Oil Company, was present requesting site plan review to
construct a 4,000 square foot cold storage warehouse on Lot 3, Block 2 Hi-Ten Ramsey. Mr.
Charest noted that even after the warehouse is constructed, there will still be some exterior storage
on the site.

The Commission proceeded to review the City Engineer's report dated October 31, 1990. It was
noted that Item #6 of the City Engineer's report contained some suggestions for revising the
building and access layout. It was determined that these suggestions do not coincide with the
applicant's proposed use for the building and that the applicant would not be obligated to comply
with those suggestions.

Mr. Charest was agreeable to revising his plans to provide concrete curbing versus bituminous
curbing.

The possibility of requiring additional screening adjacent to Armstrong Boulevard was discussed to
screen the use from traffic on Armstrong Boulevard and from B 1 business uses to the east of
Armstrong Boulevard. It was also the consensus of the Commission that the plantings along
Armstrong Boulevard could be of smaller size and it would still provide some assurance to the City
that there will eventually be adequate screening on that property as those plantings grow.

Through discussion, it was noted that Mr. Charest's engineering firm had drawn up the drainage
plans incorrectly and it was agreed that those plans would be corrected and submitted to the City
and would be subject to the approval of the City Engineer.

Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City
Council approve Jim Charest's request for site plan approval for a cold storage warehouse in Hi-
Ten Ramsey contingent upon City Engineer approval of the revised landscaping plan and the
revised drainage plan.

PLANNING AND ZONING COMMISSION/NOVEMBER 7, 1990
Page 5 of 10
