Absent: Chairman Zimmerman. <br /> <br />The Commission recessed at 8:30 p.m. <br /> <br />Vice-Chairman Hendriksen called the meeting back to order at 8:37 p.m. <br /> <br />Case # 3: <br /> <br />Rcqoest for a Conditional Use Permit for Compo~jnd-typ¢ Facility tO <br />Include a Commercial Dog Kennel and More Than One Residential <br />Strllcture on a Lot of Record: Case of Charles Delaney. <br /> <br />Mr. Charles Delaney and his contractor Mike Ziegler, were present requesting a conditional use <br />permit for a commercial dog kennel and more than one residential structure on a lot of record. <br /> <br />The Commission proceeded to review the site plan for the subject property, aerial photos of the <br />subject property and the proposed Findings of Fact. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to amend Item #10 of <br />the proposed Findings of Fact to reflect that the operation consists of approximately 180 dog <br />kennels and 45 cat kennels. <br /> <br />Motion carried. Voting Yes: Vice-Chairman Hendriksen, Commissioners LaDue, Bawden, <br />Deemer, Terry and Thorud. Voting No: None. Absent: Chairman Zimmerman. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council adopt the Findings of Fact as amended relating to Mr. Charles Delaney's request for a <br />conditional use permit for a commercial dog kennel and more than one residential structure on a lot <br />of record. <br /> <br />Motion carried. Voting Yes: Vice-Chairman Hendriksen, Commissioners LaDue, Bawden, <br />Deemer, Terry and Thorud. Voting No: None. Absent: Chairman Zimmerman. <br /> <br />The Commission proceeded to review the proposed conditional use permit. Motion by <br />Commissioner Deemer and seconded by Commissioner Thorud to amend Item #4 of the proposed <br />Conditional Use Permit to indicate that the kennel operation consists of 180 dog kennels and 45 cat <br />kennels. <br /> <br />Motion carried. Voting Yes: Vice-Chairman Hendriksen, Commissioners LaDue, Bawden, <br />Deemer, Terry and Thorud. Voting No: None. Absent: Chairman Zimmerman. <br /> <br />Commissioner Deemer indicated that he feels a term of the conditional use permit should be to <br />require Mr. Delaney to identify the kennel aspect of the property being located in Ramsey versu, s <br />Anoka. <br /> <br />Mr. Delaney indicated that he has tried in the past to identify his business as being located in <br />Ramsey, but it is confusing to people because they either don't know where Ramsey is or they <br />think that he has moved his operation. Mr. Delaney added that he does not believe it is his <br />responsibility to promote Ramsey's identity, noting that he spends over $100,000.00 per year to <br />bring people into Ramsey and he is responsible for the two busiest weekends out of the year in <br />Ramsey. <br /> <br />PLANNING AND ZONING COMMISSION/NOVEMBER 7, 1990 <br /> Page 6 of 10 <br /> <br /> <br />
