No: Chairman Zimmerman. Absent: Commissioners Terry and Bawden. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to amend Item #46 of <br />the proposed Findings of Fact to indicate that the proposed use will be a substantial improvement <br />to the property in the vicinity and the community as a whole. <br /> <br />Further Discussion. Commissioner Hendriksen questioned whether the use will be an <br />improvement that could be considered substantial. Commissioner LaDue stated that he feels it will <br />be an improvement considering the property is zoned industrial. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer and LaDue. Voting <br />No: Commissioners Thorud and Hendriksen. Absent: Commissioners Terry and Bawden. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to amend Item #47 of <br />the proposed Findings of Fact to indicate that the proposed use will be served adequately by public <br />facilities. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Thorud, Deemer, <br />Hendriksen and LaDue. Voting No: None. Absent: Commissioners Terry and Bawden. <br /> <br />Motion by Commissioner Thorud and seconded by Commissioner Deemer to amend Item #48 of <br />the proposed Findings of Fact to indicate that the proposed use will not create excessive additional <br />requirements at public cost for public facilities. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Thorud, Deemer, <br />Hendriksen and LaDue. Voting No: None. Absent: Commissioners Terry and Bawden. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to amend Item #49 of <br />the proposed Findings of Fact to indicate that the proposed use will not involve uses, activities, <br />processes, etc. that will be detrimental to persons or property by reason of production of traffic, <br />noise, smoke, fumes, glare or odors. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer and LaDue. Voting <br />No: Commissioners Thomd and Hendriksen. Absent: Commissioners Terry and Bawden. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council adopt the proposed Findings of Fact as amended relating to Mr. Glen Rychner's request <br />for a conditional use permit. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Thomd, Deemer and LaDue. <br />Voting No: Commissioner Hendriksen. Absent: Commissioners Terry and Bawden. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue that based on the <br />Findings of Fact, the Planning and Zoning Commission concludes that the proposed use does <br />comply with the requirements of the City Code, Section 170.013D and accordingly, recommends <br />approval of the application for a conditional use permit by Aluminum Recycling, Inc. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue and Deemer. Voting <br />No: Commissioner Thorud and Hendriksen.
