therefore proving that the existence of this tower did not lower the property value. Mr. Monson <br />reiterated his love for Mr. Rohs' house, the beauty of the neighborhood and the people. He stated <br />his new plan was to plant a screen of about twenty 20 to 30' pine trees (placed with attention to <br />beauty) all the way down the front of the property. The tower will be located behind the house <br />where there is a 10' drop and also 300' distance between the back of the house and the street. He <br />stated he worked this plan out after finding out on Thursday night that the neighbors didn't like <br />what he was proposing to do. He included a diagram of this new plan and also photographs of the <br />subject property and surrounding area. <br /> <br />Commissioner Deemer asked Ms. Frolik if there were any stipulations in the neighborhood's <br />covenence regarding towers. <br /> <br />Ms. Frolik replied that there were no restrictions. <br /> <br />Becky Peterson, 15801 Traprock Street N.W., Ramsey - asked Mr. Rohs if he had anything <br />proving that the distance from the back of his house to the street is actually 300'. <br /> <br />Mr. Rohs answered that he didn't have a document stating that, however, he knows that figure to <br />be very accurate. <br /> <br />Mr. Monson stated that Mr. Rohs "stepped" the distance and came up with 295'. He added, with <br />regard to the planting of a tree screen, that if the neighbors requested it, he would buy and plant 25 <br />to 35' pine trees instead of the original plan of 20 to 30' trees. <br /> <br />Ron Beaubien, 15855 Traprock Street N.W., Ramsey - stated he was surprised that Mr. Monson <br />was pursuing his plan when the neighborhood voted it down. <br /> <br />Mr. Monson stated he wanted the chance to submit his new plan of tree screening to the neighbors <br />to review it. <br /> <br />Mr. Beaubien again stated his surprise at Mr. Monson pursuing the tower and stated that he's been <br />a resident in Ramsey for 11 years and what Mr. Monson is proposing is a hobby versus a lifestyle <br />and he feels that factor should be taken into consideration. <br /> <br />Mr. Monson agreed HAM radio operating is considered a hobby but there are many values to this <br />type of communication. One big plus is being able to communicate with the military service <br />people. <br /> <br />Acting Chairman Hendriksen stated he is particularly interested in the last paragraph on the case <br />sheet with regard to FAA rulings and questioned if this subject had been discussed with City <br />Attorney Bill Goodrich. <br /> <br />Ms. Frolik replied that she had not discussed this with Mr. Goodrich, however, what she learned <br />from the FCC Headquarters was that the judges will generally adhere to any ruling by a Federal <br />Commission. She also stated that the City would process all requests as a conditional use permit. <br />She called attention to the survey she conducted with neighboring cities and listed the following: <br /> <br />Anoka: <br /> <br />No codes in place regarding towers and antennas; all requests are processed <br />as conditional use permits. <br /> <br />Andover: Height restriction of 35 feet; to exceed that requires a special use permit. <br /> <br />Champlin: Height restriction of 60 feet; to exceed that requires a conditional use permit. <br /> <br />Planning & Zoning/December 4, 1990 <br /> Page 7 of 12 <br /> <br /> <br />
