Case #7 Update trail status on the North Forty Addition <br /> <br />Merland Otto explained that there was a mix up when the developer of The North Forty <br />recorded the plat. On the certificate of survey the easement is recorded for only drainage <br />and utility, not for park. The development agreement did say the easement was to be used <br />as a trail but at that time it was not recorded. <br /> <br />Commissioner Roselle asked if the residents were aware of the proposed trail. <br /> <br />Suzan Allen, 7950 - 163rd Lane, informed the Commission that she has a petition <br />signed by the residents of The North Forty stating that they do not wish to have a trail <br />going through their development. She also stated that had she and the other affected land <br />owners known at the time they purchased their land that a trail was proposed to go <br />through their backyards they would not have purchased it. <br /> <br />Mr. Otto told the Commission that they would have to go through condemnation if they <br />still wanted to have the trail go along the easement. <br /> <br />Commission Roselle asked the four owners of the affected properties to consider what the <br />City is trying to do with the trail system. She also told them that at this time the City is <br />not willing to abandon the idea of a trail along the west end of their properties, but they <br />will look into some alternatives. <br /> <br />Merland Otto suggested setting up a meeting between himself and the residents of The <br />North Forty lo discuss this matter and the alternatives. <br /> <br />Case #5 1991 Park CIP <br /> <br />Merland Otto told the Commission that Sandra Ashley would like them to start working on <br />the budget in May and take final action in June so the Budget Committee can take action <br />and refer it to the City Council. <br /> <br />Merland Otto reviewed the proposed budget and recommended that the Commission <br />prioritize projects according to (1) safety requirements (2). completion of project <br />(3). starting new projects. <br /> <br />Bev Swanson, President of RYAA, told the Commission that the concession stand at <br />Central Park, according to Anoka County, is not up to code and that is has to be by 1992. <br />If it is not up to code by that time they will not give us a license. She also told the <br />Commission that RYAA could use at least 2 more ballfields at Central Park or they could <br />use some lighting on the existing one so they can use them longer. <br /> <br />Merland Otto suggested that Bev Swanson attend a City Council meeting and also tell them <br />what some of the park needs are to serve City youth. <br /> <br />The Commission recessed at 10:00 p.m. <br /> <br />Chairman Hetland called the meeting back to order at 10:15 p.m. <br /> <br />Case #6 (;:~mprehensive Park Plan update. <br /> <br />Merland Otto reviewed the comprehensive park plan and recommended that it be passed <br />on to the City Council for approval. <br /> <br />PARK AND RECREATION COMMISSION / MAY 10, 1990 <br /> PAGE 5 OF 6 <br /> <br /> <br />
