John Heinen - 6370 143rd Lane - Stated that the subject property was formerly used as a <br />tree recycling site and the City did not require permitting; the property was an ugly site. <br />Waste Management has cleaned up the site. Mr. Heinen stated that he lives very close to <br />the subject property and if the tire shredding operation was harmful, he would be the £rrst <br />to oppose Waste Management's request. Waste Management is doing society a favor by <br />getting rid of waste tires. Mr. Heinen stated that he doesn't believe Waste Management <br />will be stockpiling tires near Sunfish Lake Blvd. but he does hope that the fence in the <br />operation. <br /> <br />Motion by Commissioner Shumway to recommend denial of Waste Management's request <br />for a conditional use permit to operate a waste tire processing/maufacturing facility based <br />on the findings of fact. <br /> <br />Further Discussion: Commissioner Shumway stated his reasons for recommending denial <br />of the request for a conditional use permit: 1) that the proposed waste tire facility does not <br />comply with City Code; 2) Senator Dahl is proposing legislation for waste tire storage sites <br />and approving a waste tire processing facility could result in Ramsey being selected as a <br />permanent site for tire disposal which will interfere with plans for a ski hill; 3) the future <br />possibility of burning tires could also become a reality at the Ramsey tire site; 4) there is <br />inadequate fire protection on the site also. <br /> <br />Chairman Zimmerman called for a second to the motion three times. <br /> <br />The motion failed for lack of a second. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Terry to recommend <br />approval of Waste Management of Minnesota, Inc.'s request for a conditional use permit to <br />operate a waste fire processing/manufacturing facility based on the findings of fact. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners LaDue and Terry. <br />Voting No: Commissioners Shumway and Hendriksen. Absent: Commissioners Howell <br />and Holm. <br /> <br />Commissioner Hendriksen stated that he could not support Commissioner Shumway's <br />motion because the findings of fact that were recommended for adoption would not support <br />the motion. Commissioner Hendriksen stated that he does not think the tire facility is <br />appropriate for Ramsey. <br /> <br />Commissioner LaDue stated that waste processing facilities are not suitable for any place on <br />the planet but it is time to bite the bullet and take steps to reduce waste problems. <br /> <br />Commissioner Terry stated that Waste Management is operating a bonified recycling center <br />to clean up the environment and the conditional use permit has conditions built in to prevent <br />the operation from becoming a giant fire processing facility. <br /> <br />The Commission recessed at 8:47 p.m. <br /> <br />Mr. Goodrich dismissed himself from the meeting at this time. <br /> <br />Chairman Zimmerman called the regular meeting back to order at 9:05 p.m. <br /> <br />Planning & Zoning Commission/March 13, 1989 <br /> Page 5 of 8 <br /> <br /> <br />
